Tuzla-based shipyard Dearsan plans to deliver the first of six fast attack craft (FACs) to Turkmenistan in July.

The shipyard is building the 33 m FACs for the Central Asian country's coastguard under a contract signed in June 2014.

Construction on the first boat began in July 2014, followed by its launch in January, a Dearsan spokesperson told IHS Jane's at the IDEF show in Istanbul on 7 May.

"Under current plans we will deliver the first FAC to Turkmenistan in July, with the remaining boats following suit at three-month intervals. We expect to complete provisional deliveries of all six in 2017," he said.

Turks Seeking Export Deals for Helos, Tanks
By Burak Ege Bekdil
May 17, 2015

ANKARA, Turkey — Two Turkish defense companies are ambitiously seeking to export their attack helicopters and a medium-weight tank, chasing deals in Poland and Indonesia.

At the IDEF '15 show in Istanbul May 5-8, Turkey's aerospace powerhouse Tusas Turkish Aerospace Industries (TAI) signed two memorandums of understanding with Polish companies, MESKO and WCBKT, to cooperate on KRUK, Poland's attack helicopter program. TAI wants to sell its T129 helicopter to Poland.

Last year, the Polish government issued a request for information for its planned acquisition of 32 attack helicopters. TAI is one of the producers that expressed interest in the contract. The others are Airbus Helicopters, Bell and Boeing.

"We expect [Poland] to release a request for proposal in the coming days," TAI said in a statement.

"Tusas has been having meetings with Polish defense and aerospace companies for possible cooperation on the KRUK program," TAI said. "Memoranda of understanding with MESKO and WCBKT were signed within that framework. The company will continue on meeting with Polish companies in the future."

TAI developed the T129 under license from the Italian-British AgustaWestland. In April, it delivered an initial batch of two machines to the Turkish Army.

"TAI faces tough competition in Poland," said one Western defense analyst. "But every contender can win, including TAI."

Also during IDEF '15, Turkish and Indonesian governments signed an agreement for the coproduction of the Kaplan, a medium-weight tank built by the privately-owned Turkish armored vehicles producer FNSS.

Under the deal, the two countries will work to design, develop and produce two light tank prototypes. The deal also involved integration, certification and the production of a tank body for mine tests.

In 2010, FNSS won a $500 million contract from the Malaysian government for 250 armored personnel carriers. That was the largest ever single export deal won by a Turkish defense company.

Ankara-based FNSS is a joint venture between Turkey's Nurol Holding and the US-based BAE Systems Land & Armaments L.P., with the majority share belonging to the Turkish company.

The vehicle, the Pars 8x8, is under a coproduction plan with Malaysian partners in Malaysia. FNSS originally developed the Pars for the Turkish military.

Turkey and Indonesia took the first steps for cooperation on the Kaplan when the vehicle was launched in May 2013.

They signed a preliminary agreement partnering FNSS with Indonesia's PT Pindad. FNSS has technology in a tracked propulsion system while PT Pindad has technology in wheeled propulsion systems.

An FNSS official said the company expects to begin producing Kaplans within two years.

"All aspects of the program have matured enough," he said. "The new deal will boost FNSS' position in Asian [armored vehicles] markets."

The Kaplan is a new generation armored fighting vehicle featuring a 22-25 Hp/ton power-to-weight ratio. It has a low silhouette, and with its twin six road wheeled tracks, can operate in all weather conditions and rough terrain. It also has amphibious characteristics.

The vehicle's hull is manufactured and integrated using a ballistic welding technique. The hull is water resistant together with the hatches and lids are water-proofed with seals. Its personnel carrier version can carry eight troops in the rear, and the turreted version can carry six dismounts. Survivability systems such as reduced thermal signature, laser warning system, sniper detection and CBRN protection systems are also applied to the vehicle.

The Kaplan can perform armored infantry, reconnaissance, special operations and independent infantry operations missions.

G2G Procurement Model on the Agenda in IDEF 2015

Mr. Latif Aral Aliş, Chairman, SSI-Defence and Aerospace Industry Exporters’ Association of Turkey, TDA-Turkish Defence Alliance

Not limiting its goals within a regional framework, Turkey has become one of the rising countries in the world in terms of the defence industry. As the defence and aerospace sector, we have been growing steadily and reached a level that is capable of meeting worldwide needs varying from software and hardware, land, naval and air platforms to logistic services. One can easily derive this fact by observing our country’s increasing export figures. Our total exports reached over 1,6 billion USD where it was 800 million USD merely 7 years ago. Our target for the end of this year is going beyond 2 billion USD.
The contribution of our promotional activities is as great as the contribution of our products, services and projects in our sector’s success. We attach great importance to the promotional and marketing activities in reaching new markets as the Defence and Aerospace Industry Exporters’ Association (SSI), an organization established in order to increase the Turkish Defence Industry’s export performance and to make Turkey one of the most prominent global suppliers while gathering all the exporter companies of the sector under a single roof. The activities and efforts of SSI and our sectorial support and promotion group “Turkish Defence Alliance” (TDA) have been increasing the Turkish defence and aerospace industries international recognition.
It is not easy to remain at the world’s radar as well as exist in the suppliers list in such a competitive environment. International relations and promotional activities are as important as production in this respect. As SSI, we are conducting highly effective activities for our sector’s promotion and will continue our efforts to this end. Being fully aware of the fact that our sector’s existence and strength will be achieved through export, we are exerting efforts to achieve more recognition in every aspect.
Due to our focus on promotional activities since the date of our establishment, IDEF 2015 International Defence Industry Fair is, with no doubt, what distinguishes this year from the previous one.
Within the scope of this event that will be held for the 12th time this year Turkey will be hosting participants, visitors and delegations from approximately 110 countries. This event is considered to be one of the most important ones within the region, and the interest towards this event and therefore towards the Turkish defence and aerospace industry, has been increasing in each and every time without ever slowing down. During IDEF 2015, products and services grouped under 5 main titles consisting of land, naval, aviation and aerospace, transportation and logistical support activities, equipment and tools will be introduced to the visitors.
Another important aspect about the event will be various meetings and negotiations to be conducted between the delegations. The Government to Government procurement model (named as G2G) is considered to be a challenge for the defence industry as the sector mostly applies this model of commerce toward the direct procurement between governments. Therefore, the negotiations to be held between the delegations are considered to be the first and maybe the most important step in the path of the formation of potential joint investments and projects. Over 2,200 negotiations were conducted during IDEF’13 in this sense.
The upcoming May IDEF’15 will gather the world’s most significant suppliers with important clients within the region, creating new horizons and markets within the Defence sector.
