For the first part, it really does have its own radar. Each unit is indepentend.
The Chinese funded S-400, and every1 in Chinese defence fourm knows it. Just like Indian are funding PAK-FA. However as for S-400, the Chinese did not disclose the information, that's all. However, HQ-9B's missile shared same TVC nozzle as S-400's. This proves that!
Again no it doesn't look at the picture. The only S-300 variant that had anything mounted on the carrier vehicle besides the missile tubes was the S-300V/M which had a illuminator for continuous wave illumination of the target. The radars (there are multiple for acquiring and engaging) are set up on different vehicles and it all comes together in a system. No single carrier has everything it needs to fully operate.
HQ-9B like you claim having the same TVC nozzle as the S-400 would probably mean china is expanding Russian technology into other products. This obviously wouldn't be the first or last time this happened consider most of china's equipment is reverse engineered Russian technology.
