Let me give you some information that will help you discuss:
1. Turkey joined the project in 1998 and officially a part of the project since 2002 JSF system development and demonstration phase. Since 2007, Turkey has been a part of production, support and continuous improvement processes.
2. The memorandum of understanding for the procurement of the F-35 was signed in 2007. This memorandum imposes a 45-year legal responsibility between the parties. Therefore, these agreements have been ratified by the assembly of each country.
3. Turkey has so far spent 2.1 billion dollars in the project. Most of this is related to the 14 aircraft officially ordered. Deliveries were supposed to start in 2018.
In the early planning, the targeted unit cost for the F-35A was announced as $ 75 million. In this context, Turkey was accepted to pay a total of nearly $ 11 billion for procurements. In addition, according to the same planning, 5.5 billion dollars (50%) of off-set work share was committed to Turkish companies. It was decided that Turkey will gain an important place in the global supply chain, as well as being one of the depot level maintenance bases. It was decided that Turkey will be one of europe region replenishment and depot center for some partner countries such as Israel.
3. Article 17.1 of the Memorandum of Understanding states that the parties will not go to an institution other than the parties or to international arbitration in case of disagreement. It has been stated that disputes will be resolved through negotiations between parties to the contract. That is why the participating countries did not carry this issue to different media, although the project was constantly delayed. In line with the spirit of alliance, the parties were in constant negotiations. However, the US Senate voided this article with political intervention at the first opportunity.
USA is Turkey's one of the most important military and commercial partners. This relationship is not limited to JSF. Indeed, the real depth between the two countries' relations lies in a wide geopolitics stretching from the Balkans to Asia. Also, many other payments continue to US companies that are currently using by Turkish companies or institutions. In these purchases, the financing risk has been covered by the US institutions mostly. In other words, both countries have to find a solution by agreeing on this issue. Otherwise, both countries will experience the same problem.
