Tor-M2 and later versions have their own advantages, 1) is 360 degree coverage due to VLS capacity and 2) capacity to fire on the move, but downside is that it can no defend itself against ground forces like pantsir.

That is true, A hybrid system between Pantsir and Tor would be a good solution.

If it can't hit hypersonic cruise missiles, it needs to be remade into something that can.
