Granted, in more old history, warring parties may have poisoned water but I have yet to find similar deeds in relatively modern history. Not that's the main focus here though.
These TTPs or whoever they are, whether independent of foreign influence or otherwise, are going to bring upon the wrath of tens of millions of equally religiously charged Pakistani civilians should the militants poison the waters to kill innocent civilians.

Already, whether by design or by chance, tens of millions of Pakistanis believe that TTP and other militants are working on behalf of RAW/CIA/MOSSAD and so TTP has far fewer friends in Pakistan than it did, say, until March 2009.
