With weapons, you need tactics. Looking at their tactics, these weapons are largely useless for them. They hit and run, put up a little bit of resistance and retreat to fight another day. They might as well use bolt action rifles, probably get more accuracy out of them. The machine guns probably help them in ambushes, as is sometimes the case when the army goes into a previously uncleared area.

A lot of the relatively high-tech equipment, for example the bullet-prof jackets, is from captured Pakistani or ISAF soldiers. There is a video of Hakimullah Mehsud traveling in an American Humvee, they were showing it off for the camera after capturing it during an ambush. The troubling part wasn't the fact that they had a Humvee, it won't be of much use to them, but the fact that this Humvee was smuggled across the border undetected.

Apparently, they are anti-Taliban lashkar. The jackets they're wearing are of the same camo as the Army's. Maybe, it was given to the lashkar's leader by the SSG (looks like an M-4 Carbine). Or, you can purchase civilian versions of M-16 as well.
