Isn't that exactly what US was doing by harboring and sheltering TTP in Afghanistan. If Pakistan was accused and held responsible for Taliban's successes in Afghanistan, by same logic US was/is just as responsible for TTP's attacks in Pakistan. Afterall, Pakistan couldn't dare go after TTP across the border in Afghanistan due to US/NATO presence.
