Anyway it’s too late for Thailand to join. As founding member, Vietnam can veto any decision in the future if anyone wants to join we don’t like.
Tpp11 is signed in Chile, with members Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Việt Nam. Without the US. the pact will come into force next year 2019. all national parliaments must approve the pact this year, but it is expected to happen. and as you said it: Australia and Japan as two major countries have ratified it. Vietnam will ratify it for sure. once the pact is reality, Yes, Vietnam as founding member can veto.Lol, veto? Is tpp exist? Nope, they are yet to be signed and ratified by the original 12 nations, only Australia and Japan till now had ratified the agreement and US is backing off.
