You aware that these states have population of 1 million or less and GDP 1 billion US dollars or less?
BD has 160 million people and an economy of 273 billion US dollars.

India has no choice but to allow full integration between BD and these states - i.e: their economies will become BD satellites.

We are already integrating NE through highways, railways & inland waterways- last one passes through your own territory but the barges would be plying from Kolkata.

They border a BD economy of 273 billion US dollars that is the shortest route to the sea.

Simple geography says that they will become satellite economies of BD. Indian government has given up

India subsidies(meaning states like Kerala) the NE forever, or allows full economic integration with the far larger BD economy of all the NE states.
Indian government has already decided on the latter. All the links to the rest of India are very expensive or go through BD.

By that logic, you are surrounded on three sides by a country with close to 3 trillion economy, shouldn't you be merged with India. Only a fool would want to associate themselves with Bangladesh. Recent BJP wins in the North east tells us how they view Bangladeshi influx. They want all lungis out of their region. Last step is for BJP to win in West Bengal, then its curtains for all pole jumpers.
