Top TTP commander Maulvi Faqir captured in Afghanistan: officials

Afghanistan urged to hand over Maulvi Faqir

Pakistan asked Afghanistan on Thursday to hand over senior Pakistani Taliban ‘commander’ Maulvi Faqir Mohammad.

“We hope that he would be handed over to Pakistan as soon as possible because he has the blood of many innocent Pakistanis on his hands,” Foreign Office spokesman Moazzam Khan said at the weekly media briefing.

The capture of Maulvi Faqir, former deputy `commander’ of the Tehrik-i-Taliban Pakistan from Bajaur, by Afghan security forces was announced a couple of days ago.

He was said to have been arrested when he entered Afghanistan’s Nangarhar province along with four accomplices identified as Shahid Umar, Maulana Hakeemullah Bajauri, Maulana Turabi and Fateh.

Maulvi Faqir led the Taliban in Bajaur for a long time and reportedly has links with Al Qaeda leader Ayman al Zawahiri.

Afghan Foreign Minister Zalmai Rassoul officially conveyed the information about Maulvi Faqir’s arrest to Foreign Minister Hina Rabbani Khar in a telephonic conversation on Wednesday night.

Pakistan hailed the arrest, describing it as an indication of the improved trust and increased counter-terrorism cooperation between the two countries.

The spokesman said Pakistan hoped that all those elements, which were engaged in anti-Pakistan activities and had taken refuge in Afghanistan, “will be captured, arrested and handed over to Pakistan”.

He expressed concerns about the presence of Pakistani Taliban in Kunar and Nooristan provinces of Afghanistan from where they carried out subversive activities to “destabilise Pakistan”.

Maulvi Faqir in a radio broadcast claimed to have carried out two attacks in June and July 2011 — one on a Pakistani paramilitary post and the other on villages in Bajaur.

Border with Afghanistan: The spokesman dismissed as “laughable” a claim by the Indian finance minister that India shared 106km border with Afghanistan.

“This Indian claim has no legal or geographical basis,” he said.

The spokesman said Pakistan supported the US-India-Afghanistan trilateral mechanism, but emphasised that said it should be purely focused on “peace, stability and prosperity of Afghanistan”.

“The initiative should have a very clear objective. It should have a transparent strategy and we also expect that any initiative that is taken in this regard will ensure that the territory of Afghanistan is not used against Pakistan,” he added.

he is a Pakistani national, right?

he should be handed over by the Afghans so we can rigorously question him and tap some useful info from him

I'm not sure the news is how it appears on the surface. He could be released and put back in the game. He could be granted asylum ala Bugti.

I mean, I would be happy and appreciative if they did the right thing, punished him or extradited him to Pak but some reason I'm doubtful.

Afghanistan refuses to hand over Maulvi Faqir – The Express Tribune
ISLAMABAD:
Kabul on Thursday refused to hand over senior Pakistani Taliban leader Maulvi Faqir Mohammad, a few hours after Islamabad requested his extradition. The Taliban leader had been captured by Afghan intelligence in the eastern parts of Afghanistan earlier this week.
In his weekly press briefing, foreign ministry spokesperson Moazzam Khan told reporters that Foreign Minister Hina Rabbani Khar was informed of Faqir’s capture by her Afghan counterpart Zalmai Rassoul in a telephonic conversation late on Wednesday,
“We hope that he (Faqir) would be handed over to Pakistan as soon as possible because he has the blood of many innocent Pakistanis on his hands,” Khan said at the briefing.
However, the Afghan foreign ministry shot down Pakistan’s request a few hours later stating there was no agreement for exchanging prisoners between the two countries.
In a statement emailed to The Express Tribune, Afghan foreign ministry spokesperson Janan Musazai said that during the recent tripartite summit in London, Islamabad had rejected Kabul’s request to hand over certain Afghan Taliban prisoners, indicating his side’s refusal might be a tit-for-tat move.
“The Afghan government had requested the Pakistani government to return Afghan Taliban prisoners held by Pakistan so that they could participate in Afghanistan’s peace and reconciliation efforts… The Pakistani side responded that they could definitely not hand over Taliban prisoners to the Afghan government because there is no prisoner exchange agreement between the two countries,” he maintained.
Musazai said the Afghan government continues to believe that the return of Afghan Taliban prisoners to Afghanistan is in the best interests of a meaningful Afghan peace process, adding that it was prepared to discuss the issue further with the Pakistani government.
“At the same time, the Afghan government’s investigation into the recent capture of an individual that has been reported in the media is still ongoing,” he said. He refused to add anything more to his statement when contacted by phone.
Faqir, the former deputy chief of TTP, was removed after reports that he was involved in ‘unauthorised’ talks with the Pakistani government. He had himself confirmed to The Express Tribune in an interview last year that he was twice contacted by a Pakistani religious leader on behalf of a top security official. Pakistani officials say that Faqir had fled to Afghanistan after the 2008-09 military operation in the Bajaur tribal region.

Moulvi Faqeer asked for peace talks? So He was arrest then... Not before.. So with this, Afghanistan arrest only those who talk about peace with Pakistan?

Also, why initial reports were Radio Mullah was captured? Pakistan's main fishes are Masoud, Fazullullah if they get captured then .. it will be a good news for Pakistan.

No they probably need to "de-brief" him first

hidden hands are at play in that God-forsaken, cursed country....The same hands that whacked Burhanuddin Rabbani - who after years of mistrust, became close to the Pakistani Govt/Military and was killed when the word "reconciliation" and "cooperation" become a word of his vocabulary

it's a dirty game out there...a very dirty game being played. Inshallah we will have the Upper Hand in this deck of cards
