Turkey might be there because it hosts the largest refugee population in the world. Refugee population is one of the factors in scoring countries here.

Looks mostly fair. Surprises are Russia and Turkey. In reality Mexico, South Africa, and Brazil are probably more risky, but Turkey and Russia have war zones.
