Yes I agree. Any sensible Pakistani should agree that it should be Pakistan's first priority to fence the border

At least Pakistan can block the transit aid of India and Afghanistan.
This will force Afghanistan and India both to come to terms.
A third world country like Pakistan cant afford fencing, mining , survelling and patroling 2600 km long border.
Moreover this move would be opposed by tribals on either side of the durand.
Also permission from Afghanistan is needed.

May be 1.5 Years to 2.0 Years you have your border fenced , and you control flow of people in and out from check points
We have 500,000 Soldiers sitting around in Barracks , put them to work and build something it might make their muscles stronger , and some fitness training
Soldiers would safeguard the working crew and watch over construction
5Km of concrete slabs placed one after another for Permanent border
Looking at what's happening at that border, I dont think PA has any writ there..
