Time to Bring Presidential System in Pakistan - Gen (r) Tariq Khan

The problem is not just because of education but yes education plays it role. For example, Pakistan as a nation of 220 million people, can we not atleast make Judiciary corruption free or the police, remember the judges and police are highly educated people and not uneducated. So what is the problem? Those who become judges, police, government officials spend 24 7 in corruption because they want money and money = power and influence. Whos to blame for that? From 220 million we cannot find 1000 clean individuals?

The problem is deeper than we believe, otherwise it would already be sorted. Even in the western world, those in higher up believe "money run things". The same thing in Pakistan. If you have no backing or money then you will only be a pawn.

Better have educated corrupt people then uneducated corrupt people if there is no choice! But I don't think the situation is that dire in Pakistan. Pakistanis like to breast-beat constantly. Always did even when the economy was growing at 8%. Education--real world education and not some madrassah rote learning--opens up a person's horizons. Even the Taliban 2.0 youth are world connected and generally better, tolerant people.

The question is not of voting out. Question is that the proposed NSC would have two known corrupt and morally bankrupt persons part of it.

I’d assume the issue is getting buy in for the people they represent (or control). Then once in the council, the vote of the majority would decide what is done. Over time, their power could be diminished as the reforms take place. Defeat in detail, dealing with one challenge fully at a time, then going back to the lesser challenges in due course.

Which Judiciary, police, government, law official is maddrassa graduate. They all are educated from the school system. They are the most corrupt and haram eaters.

The solution is the state/establishment needs to make a decision that the army, Judiciary, police, local councils, governments must do their job or the state will not tolerate it. When it comes to the army they don't tolerate it because India will bomb the hell out of you but they tolerate other things because otherwise their own corruption will be exposed. The educated ruling elite are the one whos destroying our country.

Pakistan needs a singular direction for 25 years. All this election every 5 years is a recipe for disaster.

Elections are necessary, because we don’t need the same people for 25 years, getting complacent; it saps the ability to generate good administration from the bottom up.

But I agree, what we do need is a clear vision to carry us in a singular direction for at least the next 25 years.

I don't believe it works like that. The decision you make has consequences on the ground. Imagine NSC takes power away from Sindh or any other smaller province, their will be rebellion. What your saying is correct but it can cause more bigger issues.

NSC needs to have the leaders of all parliamentary parties, with the army heads, ISI head, prime minister, Judiciary. Then speak to each other, sort out the big problems and then take it to the parliament for approval, let them discuss it openly so we'll know who the traitors are.

I don't think I had even implied that echelon of Power in Pakistan was madrassah educated! But I'd still have them running the country then someone who only knew the madrassah education! As to your second paragraph: You would be naive to think that the 'state/establishment' is not cut from the same cloth as the judiciary, the media, the politicians are! Anytime I see such arguments I smile because it vaguely reminds of a childhood story about how a bunch of mice were trying to plug a gap in a wall for a cat and talking about belling the cat! Honestly!

I didn’t mean they would be eliminated, but as the reforms take place, once the next person from that party comes into office, with each subsequent election, they have to work within the compounding reforms. That would go for any party. Everyone plays by the rules. It’s not directed at any province or demographic.

I would disagree. Any new setup, with the old scoundrels, present in it, wouldn't work. It would be devoid of the necessary moral force.

Then how should this new setup deal with the political parties? Even the general concedes that they need to be brought into the tent so they don’t start trying to take it down from the outside.

NSC and a presidential system in Pakistan?

In the years preceding 9/11, Pakistan witnessed two thousand sectarian killings. Religion has now become a part of politics. The sitting government of the time could not find it within itself to say a few words of prayer for the departed soul of their own Governor, Salman Taseer when he was killed by his own guard. Governments were forced to review foreign policy as well as administrative policies in keeping with the maulvis’ views. This has resulted in the ridiculous spectacle of a Mullah Aziz of the Burqa fame to openly challenge the writ of the government in the heart of the capital even today or the disgusting sight of Mullah Khadim Rizvi, sitting in his wheelchair, abusing everyone in the government publicly.


If national security must address these issues it must first examine the very ethos of the state and bring back those values that the Quaid had stipulated in his first speech as well as his vision of unity, faith and discipline. No political agenda should ever be allowed to change these principles and it must be mandatory for a political manifesto to define how best it can enhance, support and develop those defined principles first and foremost. No other course can ever serve this country better and if we follow this path, reforms are recommended, which need to be put in to place with the highest priority: Judicial reforms are needed to provide a homegrown judicial system compatible with international law, to ensure equality for all and for no one to be treated as a lesser human being by profession, belief, caste, creed or birthright. De-politicisation of the Police is also needed—to make this institution independent of politicians.






It is also important to modify or rewrite the constitution. It must be remembered that this is a document provided by the ‘people’ to the legislators to ensure that they understand the limits of their power and remain confined within stipulated parameters. Human rights and individual freedom, liberty and security to life and property must be the basis of the constitution. In Pakistan, democracy has quickly become the tyranny of the majority and the constitution must address this matter. Proportional representation must be included based on ethnicity, profession and social order. Religion must be separated from state business. It should be an individual choice and not a communal business. Maulvis have to be put out of business of politics. They should be allowed to function only after being licensed and with strict code of conduct and stipulated regulations. For provinces, Pakistan must either consider the United States of Pakistan with total autonomy to the provinces or the provinces should be further divided to create about twenty or twenty-five provinces. Provincial separatist movements that keep threatening national cohesion can be addressed by creating more provinces. The people that have robbed this country must be held accountable. No plea bargains to be allowed. Closure must be brought to these matters as quickly as possible. The government has no business participating in the corporate sector and must divest all its businesses. The government must make policy and not run businesses. The power distribution system is a good illustration, the government cannot control theft, corruption and mismanagement. If handed over to the private sector and competition is encouraged, the matter of power distribution would easily be resolved.






The question that now comes up is how can these reforms should be done. The road to hell is paved with good intentions and so intent will never be enough. The current leadership, even by any conservative measure, falls under one of the three categories: corrupt, obligated or compromised and having secured their position by deceiving the people, are now free to pursue their individual agendas. Thus there is no hope that any political party can bring about these reforms no matter what good intentions they may have. Any attempt by the army or the judiciary or a combination of both would be perceived as interference in the political order and a disruption of this so-called democracy. The theme would be exploited by the international community to impose sanctions and embargoes so as to force Pakistan into some sort of pliant posture within the frame of international political order. Taking a political initiative to right the wrong in governance as it stands today by any leader who may be in a position to deliver and has the capacity or capability to do so is a very difficult decision. Yet it is like stating the obvious; the writing is on the wall and everyone knows what this country needs. It needs someone with a stout heart, who is determined to put the country on the right track. The reluctance by the individual leader always stems from a lack of confidence in one’s own capabilities and lack of clarity related to the end state. The individual feels he is alone and is frightened of the consequences if matters go wrong. These fears are easily addressed by not going out of the ambit of the current constitution and putting together a good team—an honest team of brave people, not pliant yes men. So to conclude, In Pakistan, the immediate need is the dissolution of the parliaments at the request of the Prime Minister while the National Security Council (NSC) takes on a supra-constitutional role. The Chief Justice and the leader of the opposition must be made part of it while the service chiefs are already members of the council. The NSC should then dispense governance, do the reforms through a presidential form of government with the current PM as the President. There can be no serious objection to this process and the country would benefit in leaps and bounds by circumventing the spoilers. Somewhere, along the line, at an appropriate time in a transparent manner, a referendum should be held to secure the people’s decision to switch to a presidential system with qualified technical expertise in the cabinet to assist the President to govern the country through selected Governors.

Country have already decided whatever system of governance they want to follow so lets move on from this debate and make an effort to make current system to function better. We never seem to move on from these debates of presidential or current system, one unit or 5 provinces and 18th amendment etc.
Why not nation of ours accept one thing we can't seem to run any thing right as we don't have got check and balances. Does anyone thinks in the right mind that under presidential system our politicians, courts, education, offices all of a sudden will start working properly. Imagine Zardari and Nora running the country under the presidential system probably they will screw the country more up.
We don't need advise from these retired generals who are part of the corrupt mafia alongside the politicians who are the root cause of the country problems. Generals who don't want to even retire after completing there tenure's either get the extensions or take over the country. We need army out of the politics who are the king makers and culling of the current crop of most politicians and same applies to the certain judges to have some improvement in the governance. Country needs proper leaders not advisors.

Anyone wishing radical changes should be well aware of Pakistan's ethnic/sectarian fault-lines and that 'revolutions' often led some countries to ruins.
The biggest problem I see with Pakistan is that it is punching above its weight against a powerful neighbor since Pakistan's foundation and that has shaped or mis-shaped Pakistan's policies and resulted in the current below-par status. But Pakistan has just achieved a major victory in Afghanistan by neutralizing a big threat and so time is coming up to capitalize on that. Use some potentially freed resources toward education and water management. And look north and west: Those are the regions full of resources and empty lands and far fewer people than the resource-starved over-populated region to Pakistan's east. And I still believe the current setup of 'controlled democracy' is the best and the only way forward for Pakistan. If and when Pakistan educates its population to some critical point and secures its water resources then only sky is the limit.

I don't care about the same people, as long as there is a clear vision and mission with solid execution on the ground.

My idea is for single party system, as is in China. All of these so called political leaders, who fail to comply with the new system, shall be thrown into concentration camps.
