Balochis and FATA may hate Hindus but they also hate Punjabis and Mujahirs. At the end of the day they will have to take shit from Punjabis and Mujahirs. Baluchis have low population and higher mineral resources. Baluchis would be happy and prosperous as a Independent nation. If you are so confident of their Hindu hatred then why don't you hold a plebiscite in Baluchistan.

You take the resources of Baluchistan and FATA, and give them menial jobs in Karachi and Lahore.

Bengalis would rather die than live gain under Punjabi rule. They might have problems with India but that does not mean they are not happy of Independence from Punjabi rule.
