An independent entity of HSR is necessary, be it a company or a bureau. But this refers to some administration independence rather than financial independence. the cruel fact is that such projects are bound to lose money for a long time, and people may not see or feel the direct return as it is usually in the form of improved transportation structure and stimulated regional economy. I have not yet seen a HSR company without heavy government investment in the world, and I doubt if one such could survive. The aviation industry is somehow different. The airlines do not have to build airports, and even so they constantly receive government support in one way or another. HSR needs new dedicated tracks, and no government will build them so that private companies can rent them.

getting back to Indian railways, I don't think HSR is a priority, although it is encouraging to see the government talking about plans. there is still a lot of room for improvement, and I believe it is necessary for IR to gain more experience before running dedicated HSR, as signal systems will be drastically different. for example, they can spend a decade upgrading some slow tracks to run 200 kmph trains.

A company can be formed for Bullet Train project (Public-private partnership) or simply private investment can be allowed for such project without bringing it under the control of Indian Railways. If there are private airlines along with Air-India why not in railways? Government just need to help in land aquisition. There will not be extra financial burden on government.

We dont need an intensive network of HSR throughout the country. We need to operate on point to point to basis in the most profitable routes. For example it takes around 7 hrs to reach Bhubaneshwar from Howrah, By HSR , it will be less than 2 hrs; less than flight time (of course including the time wasted in terminals and travelling to airports which our outside of city)

In WB Kolkata-Siliguri will be very profitable route. People can travel to Darjeeling or Sikkim in weekends from Kolkata.

Tickit fair should be in line of present first class.
