Oh, so you invented a personal criteria now? Whose authority did you invoke to insert this condition, may I ask?

Even there, india's student population % is over 27% (of a population of 1.3 billion). That beats the 10% of 80 million Iran has.

Bring out the calculator, punch in the numbers. The proof is in the figures.
we have 15,613,546 in schools and 4,116,593 in universities that will be around 24% of country population.
the 10% is not student population its student to workforce ratio

Yeah, and 27% of 1.3 billion is...wait for it...351 million in all.

So compared to the 20 million or so you drew up, it is FAR more.

number is not important if you add study time the percentage is important , honestly I'm really interested how you passed statistic ?
Kek, even if every one of those 351 million put in one hour every day, it would be a combined 351 million hours they accrue between themselves daily.

On the other hand, if every one of those 20 million you quote put in 10 hours each a day, it would come to 200 million hours.

Ask yourself the same question, my man.

Honestly i don't knew what to say to you , you can't understand the concept of statistic , you even don't knew the definition of average reading time per person per (week / Day / Year)

that 351 million hour must be divided to 1.3milliard or that will be 0.27 hour per day or 16.2min / day
that 200 million hours must be divided by 80 million that would be 2.5 hours or 150min/day

its clear that the example you put here is fundamentally wrong . let say those 20milion like their Indian counterpart only read on hour of school text per day then that would be 0.25 h/day or 15min /day you see the number is not important , its the percentage which is a more decisive also the study hours.

but as i said its moot point as including study time into it is wrong way to calculate it . its just the time yoyu read book for fun or enhance your cultural abilities or anything not for work , study or praying
