Well..., sure. I suppose the U.N., I.S.A.F. and America could surrender to the taliban, leave and allow the country to slip into complete civil war. Bilal, U.N.A.M.A estimates Afghan civilian casualties in this war of 10,059 since 2006. The Afghan civil war caused over 200,000 KIA among its citizens. The Afghan-Soviet war had estimates ranging anywhere from 900,000-3,000,000 dead.
There's no comparison yet, when it comes to killing Afghan civilians now there's also NO COMPARISON. The taliban far and away are culpable. Too often, worse, they've killed by absolutely targeted intent. Not once has anybody accused the U.S. or any ISAF ally of targeting civilians in this war. However, intimidation and violence is a tactic of the taliban.
