cant say much about the ranks,but one thing is for sure that no Navy can challenge Indian navy in the Indian Ocean except the USN

When ranking the worlds most powerful navies we must consider "power projection" (i.e blue water capabilities). For example, the PLAN is the second largest navy in the world behind the US Navy - but China cannot project her naval power beyond on own territorial waters. So can we really consider the PLAN more powerful than navies that can?? No, not really.

Power projection (in naval terms) is the ability to exert force and influence around the world. Currently only 4 navies have that capability - The US Navy, Royal Navy, French Navy and the Russian Navy. These navies are the most powerful navies in the world, especially on the open oceans.

Navies like China, Japan and India however, can only project power on a regional scale and have little to no power or influence on the worlds oceans.

So my ranking would be:

Yes, because the Indian Navy is a regional power. But if the Indian Navy was forced to fight the French or British navies in the South Atlantic Ocean, then the Indian Navy would be destroyed. India does not have the technology or capabilities to fight naval wars far from home - the Indian Navy only has power when it fights in its own territorial waters.

Blue-water navies like the UK, France and Russia can beat any navy on earth in the open oceans (including China and India). But if they were to attack China and India in their territorial waters then they lose - because the Indian and Chinese navies are too large and powerful in their territorial waters. Only the US Navy can beat India and China in their territorial waters.
