The Saudi Arms Deal: The U.S. Stirs Persian Gulf Waters

It would be the single largest foreign arms deal in United States history.

Pending congressional approval, the Obama administration plans to sell $60 billion in advanced aircraft and sophisticated weaponry to the Kingdom of Saudi Arabia . Add $30 billion in proposed enhancements to the country’s navy and ballistic missile-defense systems, and the result is one huge jobs program, further deterioration in Saudi-Iranian relations and heightened tension in the Persian Gulf —all calculated endpoints.

That the colossal arms package was made public enough to be reported on in Monday’s Wall Street Journal indicates it comes without serious Israeli objection—giving credence to the longstanding notion that Saudi Arabia and Israel maintain increasingly close ties, joined by a mutual animus toward Iran.

The agreement would authorize Riyadh to buy 84 new F-15 fighter jets, upgrade another 70 and purchase three types of attack helicopters: 70 Apaches, 72 Black Hawks and 36 Little Birds. If Congress makes no significant modifications and Saudi Arabia opts for the entire package, a $90 billion deal to allegedly help the Kingdom counter Iranian influence is in the offing.

Boeing would be responsible for production of all aircraft other than the Black Hawk. They estimated the deal would support at least 75,000 direct or indirect jobs in 44 states. The muted criticism of the proposal by reflexively pro-Israel lawmakers was aided—not by the potential for job creation—but by knowledge that the fighters will not be equipped with long-range missiles and would soon be followed by the sale of the even more advanced F-35 Joint Strike Fighter to Israel as part of $30 billion in military assistance over 10 years.

Loren Thompson, defense consultant with the Lexington Institute, said, “With domestic demand for weapons headed down, the big defense companies have been looking overseas to customers like Saudi Arabia to make up the difference. Those countries have money to spend at a time when the U.S. government is in dire fiscal straits.”

It is lamentable that the type of economic stimulus upon which the Obama administration is embarking will come at the expense of exacerbating, rather than easing, hostilities between Persian Gulf rivals Saudi Arabia and Iran .

Anthony Cordesman, defense analyst at the Center for Strategic and International Studies superficially concluded that the anticipated sale will “ … help give Saudi Arabia the capability to convince Iran that it can't use missiles or air power against Saudi Arabia or its neighbors.”

That might hold true if anyone seriously believed Iran was foolish enough to contemplate the use of military force against its Arab neighbors. In fact, it is arguably Iran who ought to be wary of Saudi Arabia .

As The Sunday Times reported in a June 2010 article titled “Saudi Arabia gives Israel clear skies to attack Iranian nuclear sites,” U.S. defense sources stated that Saudi Arabia had agreed to stand down its air defenses and allow Israel use of a narrow stretch of airspace should they decide to conduct bombing raids into Iran.

“The Saudis have given their permission for the Israelis to pass over and they will look the other way … This has all been done with the agreement of the [ U.S. ] State Department,” said one source.

The etiology of Saudi Arabia ’s antagonist Iran posture is multifactorial. It not only involves the Wahabi establishment’s intolerance of Shia Muslims (the same Wahabis whose religious sanction is required for the al-Sauds to govern at all), but recognition of what Iran’s 1979 Islamic Revolution led to and may continue to inspire: the overthrow of repressive, corrupt, Western-backed royal dynasties.

The same anxieties are held by other like-minded Persian Gulf monarchies, Egypt and Jordan —all recipients of American military largesse. Indeed, the U.S. and Israel have done their utmost to stoke and capitalize on these fears.

The massive arms deal with Saudi Arabia is just one more step toward war, one more step toward death in the Persian Gulf .

I don't think Saudi Arabia is of any threat to Iran.
Saudi Arabia already operate F-15 and waiting deliveries of Euro fighter and T-90 tanks from Russia.
Saudi Arabia's hardware was nearing its life such major order was expected and a wise decision to combine it in a package deal.

An interesting aspect of this and the Israeli deal is that Lockheed Martin and Boeing are rivals in obtaining defense contracts and try to out-maneuver one another. Moreover, Boeing had been at loss since losing the JSF contract. Their delight is understandable. Whereas the kingdom isn't getting as more technologically advanced aircraft as the Israelis, the F-35s, there is nothing present to give the assumption that they were interested in the first place. To look at it from the Saudi perspective, the F-35 is so far an unproven design, is not in production as such and unfamiliar to Saudi crews. The F-15 variants however have a proven design, a long production run, require no additional equipment or facilities to operate them and Saudi crews have reasonable familiarity with it due to the uniformity. Hence, from a Saudi perspective, it appears logical to order more advanced versions of an aircraft they already operate. This has been overlooked in most of the comments I have seen here on the arms deals. As such, apart from causing imbalances within the region, the deals carefully balance between contractors at home in the US and hence drum up the US economy.

I think this assessment is rather simplistic. Singular deal bulk arms purchases are never part of a mere replacement cycle, they are rather add-ons, and in this particular case, quiet significant. Moreover, there are no planned retirements or reductions in Saudi inventories to match the new purchases. Speaking of which, in terms of inventory of conventional arms on paper, the Saudi Arabian military already out does it's most immediate neighbors, including Iran.

Pasban.. neither is SaudiArabia playing any covert games with Iran.
I think it is better for Iran if it shed its fears of being attacked by any Arab state, it is simply not viable by any means.

If you understand the deeper implications of Arab vs Persian bigotry the two had been at war for 2000 years. The special intrest Saudis have in Pakistani northern areas and central asia as a whole for the supposed cause of "islam" is actually part of same chain. These areas are traditionally of Persian influence with heritage and languages interlinked to Persian. And Saudis as a wider game of ego satisfaction consider it important to achieve a strong idealogical foot hold in Central Asia.

Thats all it is. The american being business men benefit by selling weapons. Thats all.. The Arabi envious mentality has not much changed since the time Shah enjoyed so close releations with USA that F14 tomcats were inducted in IrAF before USAF. The arabis want to achieve the same feat for their ego mania satisfation.

For an average person like me and you there is nothing to fear other than enjoy these marvellous machines and perhaps build some ties to bring them to our rescue just Allah forbid indo-pak war breaks out.

First of all I Believe that the Idea of buying a huge number of aircrafts Is not a wise thing to do as it is the Quality is what really matters not the Quantity for example what those Fighters will do in case of war facing the Israel F-35 I believe that is all what it is all about buying weapons to be use in case of war with any other countries Usually Countries do not buy weapons to fight A named country & In this case IRAN but they buy weapons to defend itself form any possible attack from any other country not only IRAN I believe they should reconsidering this deal and they should either buy a lower number of the F-15 & AH-64 & save the money to buying more important weapons like F-35 or PAK-FA as those weapons is the weapons of the future & it will be wiser to buy form a country that do not have a Israeli lobby that can make this purchase useless I believe if the weapons don't increase the country's political weight and make other countries fear them then it is a useless deal & i believe that this deal is useless as they should have bought different weapons the other thing that they should have done they should put this money in developing weapons like what Emirates did with USA or Russia or even other arab nations I believe those money could have been used better than this I don't oppose buying weapons with this huge amount of money but from diverse countries & in Different ways i.e."not only ready made weapons How About development of weapons" why didn't the Saudis for example consider "helping financially I mean" in developing The PAK-FA for example like what The Indians do".

Americans are hypocrites but in a good sense.They don't care about freedom of speech etc when it comes to their core interests.National Interests over principal any day in the week (I agree with this approach).As far as Arab Armies are concerned they can buy all the weapons they want at the end of the day they will get their *** handed to them by Israelis because probably arabs were busy having meals or something along those lines when Israelis attack.

it means they don't want Saudi one day could win technologically againt Israel

i understand the US policy but i feel some fun (sorry) that saudis buy so much (the biggest order ?) for knowing it is not the top

The Arab/Iranian rivalry is two-fronted: ethnic (Arab v/s Persian) and religious (Sunni v/s Shia). While the Iranians also share some of the blame, the main blame goes to the Arab governments for dividing the Muslim world with their power play.

And the worst part, for us, is that the Arabs use Pakistan as a theater for their power play and Pakistani lives as expendable cannon fodder for their feud.

As far as Arab Armies are concerned they can buy all the weapons they want at the end of the day they will get their *** handed to them by Israelis because probably arabs were busy having meals or something along those lines when Israelis attack.

Didn't you read the article? It is now an open secret that the Arab weapons are for use against Iran, not Israel. The Arabs have given up on Israel and may even see it as an ally against the Iranians. Once again, the Arab governments betray the Muslim world for their petty personal agendas.

We can aviod this fued by being in cultrual ties with Persians, Turks and Central Asians and aviod this new invaders called Arabis. These so called arabis have helped every traitor in his / her loot against Pakistan from Bhutto's to Zardai and Nawaz.

The shia - sunni rivalry is the forerunner of arab-persian bigotry. The arabs wrote a history of persian blood shed and destruction of identity, culture and heritage. The persian on other hand refused to "arabise" and under higher pressure even dissasociate themselves from heavily arabised islam.

When the arabs could not dominate the strong persian identity spreading from middle east to central asia and subcontinent despite having them conquered religiously they turned the event into a religious conflict.

Its actually the Turkish weapons and not the Iranian developments which give Sheikh Zayed and King Abdullah some lose motions. Iran by itself will never attack the Arabis but with backing of Turkey and Syria some serious damage could be inflicted. All the three regimes consider arabis the illicit occupiers of holy places.

In any real war scenerio against Iran i would seriously wish arabs some solid taste of defeat.

Just imagine that there is an Islamic revolution in Saudi similar to the one that happened in Iran and the king is thrown out.All these advanced weapons will be in the hands of people who hate the US and Israel.What will the US do then?The same thing happened with Iran too.The US supplied them with tomcats and many other weapons systems prior to the revolution.
