I'm very skeptical about that, nothing has fundamentally changed in the dynamics of Pakistan (ie military supramacy over the civilians) for me to beleive that such progress will be made. Not even low hanging fruit like MFN status for India has moved foreward.

True. It is very natural to be skeptical based prior failure of the talks but this time Military is fully onboard. It is would different this time.
