Because of the fear of chhitrol from the police and the private armed guards of not just elite politicians but even local personalities of mediocre elite status. A caught robber on the other hand is seen as an easy prey to vent out the frustration without fear of any ramifications.

It is not just the corrupt elites... it is the corrupt system. People have no choice... since the entire country is divided into fiefdoms of electables... a kind of terroritories... same as in a mafia network of different families. #Godfather

This system favours #CriminalEnterprise at every level.

Just as this mafia has gained Total Instuitional Capture (example: police and LaWhore High Court) this same mafia has turned the population into serfs... and the mafia Rules the people... it doesn't Serve the people.

Unless the System becomes truly democratic no real change is going to happen.

Example: PM IK is trying his best but the occupied instituitions are not cooperating with him. And his own gang of electables is working to subotage his agenda. FBR, FIA...NAB.... all are captured instuitions... let us not talk about judiciary....

#Parliment is a den of thiefs and hustlers... not some sacred place where the Destiny of Pak is decided. It is more of business club... where business is loot and plunder. Bureaucracy is of course equal partner in the Organised Crime Against Humanity.

Moneylaundering is an elite sport... all of them are in it.

In the current system True Change is Not possible. Sad but true.

So what must the Real System look like?

For all the faults of the system that you describe, the one thing that we must appreciate about it is its stability. PMIK is indeed honest, but he is as much part of the same system that brought him into power, and therefore he is not going to dismantle it or even change it in any meaningful way.

You are correct in concluding that true change is not possible in these circumstances, but it is also reasonable to accept that the present system is the Real System that woks best for those who control it, and therefore stable, which is good for Pakistan, if not for the majority of Pakistanis.

Not voluntarily unless coerced to do so, have you ever lived in pakistan and gone through these processes, I have lived there for first 25 years of my live in punjab province, I can remember only handful of events where I saw someone paying bribe, I am talking about pre-2005 , it is just exaggerated in the media. The media just makes everything look sh1t in paksitan, the reality is not that grim otherwise pakistan will be broke decades ago if you blindly believe the sh1tty pakistani media.

To save Pakistan we need a ruthless/brutal leader. The mafia is too strong here to be tamed through a judicial process. An ultimate Don is needed to tame all "Godfathers".
