راهن عدد من ذوي الاختصاص والمستثمرين على قدرة المملكة، في توطين ما يزيد على 50% من الإنفاق العسكري ضمن الحيز الزمني لـ"رؤية2030" بناء على توفر المقومات الكفيلة بتحقيق ذلك، مضاف لها جهود صاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز ولي ولي العهد النائب الثاني لرئيس مجلس الوزراء وزير الدفاع وعمله الجاد لتحقيق ذلك الهدف.
وكان سموه التقى امس الاول برئيس مجلس الإدارة الرئيس التنفيذي لشركة لوكهيد مارتن السيدة مارلين هيوسن، وتم خلال اللقاء استعراض عدد من المسائل ذات الاهتمام المشترك، بالإضافة إلى بحث مجالات توطين الصناعات العسكرية وفق رؤية المملكة 2030. وفي هذا الاتجاه قال المستشار السابق للمؤسسة العامة للصناعات العسكرية العميد ركن متقاعد الدكتور علي التواتي لـ "الرياض"، إن توفر جميع المقومات الصناعية الأساسية إضافة إلى وجود القدرة الكبيرة على الإنفاق في ظل تصنيف المملكة ضمن مقدمة دول العالم الأكثر إنفاقاً في المجال العسكري، وفي ظل الاهتمام الكبير الذي يوليه ولي ولي العهد وزير الدفاع الأمير محمد بن سلمان لهذا القطاع المهم فليس صعباً تجاوز الهدف المعلن ضمن أهداف رؤية المملكة "2030" بتوطين ما يزيد على 50% من الإنفاق العسكري.
وأشار الدكتور علي التواتي، إلى أن الصناعات العسكرية والتي يحتاج التوسع فيها دعم صناعي كبير من الصناعات الصغيرة والمتوسطة مهم لها استخدام التطبيقات التكنلوجية الحديثة التي تعيين على خفض كلفة المنتج، وهناك نجاحات كبيرة للمملكة في هذا الجانب كإنتاج المدرعات العسكرية كمدرعة الفهد وفي مجال صناعة الذخائر والأسلحة.
وبين المستشار أن المرجو من التطوير والتوسع في الصناعة العسكرية لا يقتصر فقط على الأهداف الحربية، وإنما يشمل أيضاً الصناعات المدنية، فدول العالم المتقدمة في هذا المجال غالبية إنتاجها العسكري يأتي من شركات مدنية تنتج الطائرات المدنية كبوينج ولوكهيد، وكل تلك الصناعات تحتاج للكثير من الأنشطة الصناعية المساندة والتي يمكن لها أن تضخ بشكل وافر المزيد من فرص العمل وأن تخلق حراكاً نشطاً يسهم في تطور للكثير من القطاعات الصناعية والتقنية الأخرى.
وقال الدكتور علي إن الأثر الإيجابي لتوطين الصناعات العسكرية، لا يقتصر على توفير جزء من الإنفاق العسكري فحسب، بل يتعدّاه إلى إيجاد أنشطة صناعية وخدمات مساندة كالمعدّات الصناعية والاتصالات وتقنية المعلومات مما يسهم في خلق فرص عمل نوعية في الاقتصاد الوطني ومن المهم في الفترة الحالية التركيز على خفض كلفة المنتجات وجودتها لتصل لمرحلة التصدير، وليس الاستخدام المحلي فقط.
بدوره عبر الرئيس التنفيذي السابق لشركة الكهرباء السعودية وعضو مجلس إدارة مصرف الراجحي المهندس علي البراك، عن تفاؤله بنجاح الجهود في هذا الجانب وقال إن تجربة الشركة السعودية للكهرباء وغيرها من الكيانات الصناعية الضخمة كسابك وأرامكو والتي هي صناعات غير بعيدة عن الصناعات العسكرية كانت ناجحة في توطين الإنفاق بدلاً من الاعتماد على التوريد من الخارج.
وأشار المهندس علي البراك، إلى أن الشكرة السعودية للكهرباء استطاعت في فترة وجيزة، تحقيق نسب عالية من تصنيع المواد المستخدمة من كيبلات وخطوط ومفاتيح وغيرها، وتوطين إنفاق ما يقارب 15 مليار سنوياً عبر دعم وتشجيع المصنعين المحليين والذين كانت بداية كثير منهم معتمدة فقط على عقوده مع شركة الكهرباء وفي غضون سنوات قليلة تمكنوا من تصدير ما يتراوح بين 60 و70 % من إنتاجهم للدول المجاورة بتنافسية ممتازة.
وبين المهندس علي البراك أن الصناعات العسكرية مثلها مثل الصناعات الأخرى لها القدرة على توفير الكثر من الوظائف، مشيراً إلى تجربة شركة الكهرباء في هذا الجانب والتي نجحت عبر التدريب في المعاهد والكليات والتدريب على رأس العمل في توطين أكثر من 90% من الوظائف ونجح ما يقارب 20 ألف شاب سعودي في تشغيل المعدات وتنفيذ المهام.
وطالب المهندس البراك من القطاع الخاص الإسهام في هذا التوجه مبيناً أن المستثمر الأجنبي دوما عند البداية يكون في حاجة للشريك المحلي.

For his part, the former CEO of Saudi Electricity Company and board member of Al Rajhi Bank Management Engineer Ali Al-Barrak, expressed optimism about the successful efforts in this regard and said that the Saudi Electricity Company and other large industrial entities Cassapk and Aramco, which is not far from the military industries were successful in settling domestic spending experience instead of relying on the supply from abroad.
Ali Al-Barrak Said, that Shakra Saudi Electricity has been able in a short period, to achieve high levels of manufacturing materials used cables and lines, keys, etc., and localization of spending nearly 15 billion annually by supporting and encouraging local manufacturers, who have been in the beginning of many of them only supported on their contracts with Electricity company, and within a few years they were able to export between 60 and 70% of their production , meaning that their competitiveness with neighboring countries is excellent.
Among Engineer Ali Al-Barrak said that the military industry, like other industries have the potential to provide more jobs, adding to the electricity company in this side experience which succeeded through training institutes, colleges and job training in the resettlement of more than 90% of the jobs and succeeded in forming nearly 20 000 Saudi man in the operation of the equipment and completing quests.
He called Engineer Barrak from the private sector to contribute to this trend, indicating that the foreign investor, at the start of a project is always in need of a local partner.
