That basically encompasses over 70% of your officer corp. Yep, call Amnesty and tell them their fact finding is wrong, PA isn't the most transparent and efficient institution as they have so thought for much of our history, a random man on the internet says otherwise.
Who commanded the Ops in FATA? Were they inefficient?
Who co-ordinated the Rescue operations for the Floods and the Earthquake? Were they inefficient?
Who built all the motorways and Dams? Were they inefficient?

Kindly tell me when you find a Night Watchman building roads, dams, cleaning canals, carrying out relief work, providing security on city streets and above all protecting the border. Night Watchmen don't do all that but I expect a PTIer to have a very narrow understanding of the role of the institutions.
Just because he doesn't give fiery statements or stage a coup does not make Kiyani a dull general.
Unfortunately.. the truth is always somewhere in the middle..
there are issues in transparency.. and there is corruption..somewhere up in the higher ranks..
and those that have roamed the halls of this institution testify to it.
There are many branches of the Army(and AF or Navy)..such as MES or FWO or NLC where corruption has been carried out by those that were in the top hierarchy...and many that got away with it just due to their ranks and links with the ruling roost.
when compared to the scale of corruption that exists outside.. it matches the amounts that many politicians make on a relative scale.
But when compared to the spread of corruption that plagues the civil govt and institutions..
its minuscule.
In fact.. if a low level corruption case is caught..usually the officer/NCO/enlisted is given the harshest punishment possible by the sleuths(unless off course he is saved by the common evil of nepotism in Pakistan)..
However.. when some high ranking officers do it.. whether by collusion or by finding loopholes and convincing their superiors.
The sleuths are powerless to act because there is usually some Three star that has their back..that fact that such a three star who was prone to protecting illegal activities actually made it up the ranks is the cause of worry..
But then again.. this is the story throughout Pakistan..
why be surprised?
Off course.. the difference is that such acts are never allowed to leave the drawing rooms of Majors or Colonels(etc etc)...
first..to maintain morale... and second.. to ensure that this does not erupt into a scandal that may play havoc with the actual necessary operational practices of the Army.
By far and large.. the Army is cleaner.. more organzied and less wasteful than other institutions in Pakistan.
And as correctly stated in the article.. They are us..
It is incorrect for Civilians to spew blame at all those that get a commission in the army due to the misdeeds of a few.
and it is incorrect for the military to maintain a "holier than thou" attitude towards the civilians.
One should stop looking through the lens of military and civillian..and look through a wide FOV of a Pakistani.,
As a nation, we are corrupt, thrive on nepotism.. and always find excuses to blame each other.
Our soldiers are our blood, and any disrespect for them in general.. is disrespecting our own blood.
As I repeatedly state..
I hold a huge grudge against many senior officers(ex and serving) for financial and military conduct unbecoming of an officer..just as I do against this farce democratic govt and its wannabe lackeys..
But Ill cut the tongue out of the person who dares say a word about my military or my soldier in general..
