Quota is based on population of a particular region. For federal jobs (like PIA, FIA, Customs, NAB, FBR, inland revenue etc), the number of seats against a particular quota is proportional to the population of that region. Furthermore, there are open merit seats as well.e.g if there are 100 seats for FIA then 7-8 seats will be for Sindh urban.Can you provide an example of Sindh Urban seats in any Federal department?
I know at one time there were 11 engineering positions opened in PIA in karachi back in early 90s, and you could only apply for 1 if you had a sindh Urban domicile.

For Sindh provincial jobs, there's urban and rural quota which according to many people is a cause of problems in Sindh.

Only some specific jobs of Punjab government have district wise quotas (e.g police sub-inspector posts in PPSC).
For federal jobs, there is one Punjab quota only , no rural and urban.
Actually women should be the last ones to say they're victims. Haven't watched the video but fact is that a lass gets a job at 65 marks on women quota whereas a bloke has to secure 75 marks to get the same job.Look at this
