Russia to modernize its defence industry: Voice of Russia


Russian defence expenditure will reach 2 trillion rubles, or $60 billion, in 2011, comprising 19% of all budget expenses, said Alexey Kudrin, the Russian Minister of Finance.

I dont know where from you got this idea. Anyway, the new missiles of S-400 (9M96E2 and 40N6E) are not operational yet. It is still using missiles of S-300.

On 21 May 2007, the Russian Air Force announced that S-400 will be put on combat duty around Moscow and Central Russia by July 1

On 6 August 2007, the first regiment equipped with S-400 entered active service in Moscow Oblast' near town of Elektrostal, according to Channel One Russia.

The S-400 is expected to be superseded by the future S-500, with development expected to be completed by 2012

The S-400 belongs to the so-called 4+ generation of air and ballistic missile defense weapons.[9] It is considered the most modern air defense missile system in the world, and clearly superior to the American Patriot system.
