Iranian media have disclosed details about a 2014 corruption case at the Tehran Municipality when conservative figure and former Revolutionary Guards general Mohammad Baqer Qalibaf was Tehran's mayor.
The report, a summary of which has been published by Khabar Online website says the municipality had donated 600 billion rials in cash, as well as 80,000 square meters of land to a charity that belonged to the mayor's wife.

The cash alone amounted to $18.5 million at the dollar/rial rate prevailing at the time. The price of land is hard to determine, since the location of land parcels is not known. But in any large city, a square meter of land (11 sq feet) usually costs at least a few hundred dollars.
The report also gave away information about 47 secret bank accounts and financial transactions with the Iran's hardliner-dominated Judiciary and the Islamic Revolution Guards Corps (IRGC).

1.That charity doesn't belong to anyone, it has a board of trustees which the wife of Ghalibaf is one of them.

2.Imam Reza charity decided to fund the Dr. samii (world top neurosurgeon scientist) hospital in Tehran, this hospital is a public Endowment, it's for the sake of people and no individual will get profit of it, it has been one of Dr. Samii's condition for cooperation in this project.

The Sarmayeh (Capital) Bank is deeply mired in corruption investigations. The main issue is Iran Teachers' Reserve Fund investments in the bank and the disappearance of nearly $3.5 billion of the fund's money. Retired teachers depend on income from their investment and have frequently been protesting in the past few years for their unpaid and inadequate pensions.

Several trials concerning the bank have been held so far. Earlier this year, the bank's former chairman, Parviz Kazemi, labor minister from 2005 to 2006 in hardline president Mahmoud Ahmadinejad's cabinet, was sentenced to 20 years, and 24 lashes.

Sarmayeh Bank managers Ali Bakhshayesh, and Mohammad Reza Tavassoli have also been convicted.
One character involved in the scandal is Hossein Hedayati, a member of the Islamic Revolution Guards Corps, who is an Iranian business tycoon.

Unfortunately the big problem with most of these sorts of "cunning plans" is that the politicians who are coming up with them effectively have no power to implement them,its sort of like the equivalent of eastern bloc albania coming up with a great plan during the cold war to end hostilities between the west and the communist bloc.The problem of course is that if albanias political overlord,the ussr,takes one look at the plan and says "NYET!!",well then thats it....game over....,and sadly thats pretty much about the same level that the eurovassels are currently at ie virtually no political/economic power or influence...,well none that they`re willing to attempt to use anyway..

Iran’s Rouhani Upbeat on European Plan to Save Nuclear Deal

Iran’s president gave an upbeat assessment of a European plan to ease the crisis over the 2015 nuclear deal that has threatened to tip the Gulf region into war.

In a cabinet meeting on Wednesday, Hassan Rouhani said he found the main terms of a four-point proposal, spearheaded by his French counterpart Emmanuel Macron, to revive the embattled accord “acceptable.”

The plan calls for Washington to remove sanctions on Iran, allowing the Islamic Republic to export its oil and collect the revenue, in return for an Iranian commitment not to pursue nuclear weapons and help ensure Gulf security, he said. The original framework of nations that signed the deal would be reconstituted, including the U.S.

The comments are the strongest signal yet from Iran that discussions with Europe to find a way out of the nuclear crisis are making progress after months of deadlock. But major challenges remain, especially over sequencing. In public at least, Iran insists it won’t talk until sanctions are lifted, while President Donald Trump has said Tehran must offer concessions to get the penalties eased.

The U.S. wants a more comprehensive agreement that also covers Iran’s missile program and support for Middle East proxy forces.

‘Risk Worth Taking’

To make progress, “either the U.S. accepts that some degree of sanctions relaxation is necessary at first,” said Ellie Geranmayeh, deputy head of the Middle East and North Africa program at the European Council of Foreign Relations. “Or the Iranians come to the conclusion that there’s a risk worth taking in having some degree of direct contact” with a U.S. administration they don’t trust.

Rouhani, who’s under intense pressure from hardliners in Tehran to abandon an accord that’s not delivering the hoped-for economic benefits, said more work was needed on the wording of the plan during expected negotiations with European countries.

Since Trump ended U.S. participation in the deal last year and reimposed sweeping sanctions, tensions have risen in the oil-rich Gulf. Tankers have been attacked and seized, drone aircraft downed by either side and there’s been an escalation in fighting between Iranian and U.S. allies involved in the Yemen war.

Macron and other world powers made frantic but ultimately unsuccessful efforts to broker some sort of meeting between Rouhani and Trump at the United Nations General Assembly last week.

In a speech to commanders of Iran’s Islamic Revolutionary Guards, Supreme Leader Ayatollah Ali Khamenei again admonished U.S. officials, saying their so-called “maximum pressure” strategy against Iran had failed.

Iran would carry on scaling back its compliance with the nuclear deal’s limits on enrichment while Europe attempts to meet Tehran’s demands, he said.

“We will continue to reduce our commitments and we should do so resolutely,” Khamenei said, according to his official website.

UN Meeting

The Macron plan includes a $15 billion credit line that would enable Iran to export oil and would also restore the P5+1 framework of nations -- France, the U.K., Russia, China, Germany and the U.S. -- that were signatories to the nuclear accord.

Rouhani said his European counterparts had asked him at the UN summit to offer alternative suggestions for the plan’s phrasing so that they could be discussed and negotiated by European and Iranian ministers.

Speaking to reporters as he left cabinet with Rouhani, Foreign Minister Javad Zarif appeared more cautious. Macron’s proposal “doesn’t reflect our viewpoints” and needed “negotiations to precisely discuss the issues,” he said.

Zarif praised the French president’s enthusiasm for a deal, though, and said he’s been sent a formal invitation to visit Tehran.

“We will continue to maintain contacts, including the calls with France,” Zarif said, according to the state-run Islamic Republic News Agency.

Ahead of the UN meeting, there had been growing speculation that Trump would meet Rouhani in New York. But talks never materialized amid heightened tensions between Washington and Tehran after an attack on Saudi Arabian oil facilities.

The U.S. and leading European nations blamed the strike on Iran, which in turn pointed to the Yemeni Houthi rebels it assists in their four-year war with a Saudi-led coalition.

Impoverished and shattered Yemen is currently the top battleground in the tussle for influence between Shiite Muslim Iran and Sunni-ruled Saudi Arabia.

The oil-facility attacks rammed home the dangers of letting the war fester on, spurring attempts to build on recent cease-fire pledges and move to talks.

The members of the High Council of the Commanders of the IRGC met with the Commander-in-Chief of the Armed Forces— Ayatollah Khamenei— this morning October 2, 2019.
In this meeting, the Supreme Leader stressed that the policies of the United States to pressure Iran have miscarried and said: The Americans failed in their Maximum Pressure policy. They assumed if they apply the policy of Maximum Pressure on Iran, Iran would accept to compromise with them. To this moment, by God’s grace and power, they learned Maximum Pressure only afflicted themselves with problems.

Referring to the U.S.'s direct and indirect requests of meeting with the President of the Islamic Republic on the sidelines of the UNGA, Ayatollah Khamenei maintained: Till just recently, to form a symbolic show of Iran’s surrender, and to make the Iranian president to meet with them, they even started to beseech us, and used their European friends as a mediator. They failed so far, and this policy will fail forever.

The Leader of the Islamic Revolution went on to point to the international issues and said: "If we look closely at the developments in the region and the world, we will see that the more the enemies spend, the more they will lose."


Ayatollah Khamenei referred to the costs the enemies, especially the U.S., have endured in Afghanistan, Iraq, and Syria, and reminded his audience: They created ISIS at enormous costs and provided them with weapons, financial and propaganda support, and now that with the help of Syrian, Iraqi, and Iranian youth ISIS is done with, they lie, saying they destroyed ISIS!

He added: "The U.S. president acknowledged spending $7 trillion in the region while achieving nothing but loss and defeat, and the same will be true in the future."

His Eminence made it clear that Iran will continue to reduce the implementation of its commitment within the nuclear deal, and asserted: Concerning the JCPOA, we will seriously continue to reduce our commitments; the [Iranian] Atomic Energy Organization is responsible here, and should carefully and completely enact all the reduction of commitments that the Islamic Republic has declared, until we reach the desired results. We will surely achieve our desired goals, by God’s grace.

The Leader of the Islamic Revolution elaborated on Iran’s growing domestic capabilities to overcome economic challenges and said: In the face of hostility to our economy, we sought and found remedies in the light of domestic capabilities. As you can view now, some had previously predicted that the year 2019 will be a bad year in terms of economic problems, nevertheless, now the officials in the country are saying that we have had some slight economic growth in this year.

His Eminence went in to assert: Of course, people have difficulties in their livelihoods, but if the authorities continue to act strongly, reasonably and persistently, it will surely have a gradual impact on people's lives and livelihoods.

At the end of the meeting, tapping on the challenges facing Iran’s oil sale due to illegal sanctions imposed on the country, Imam Khamenei maintained: The sanctions imposed on oil sales, which is increasingly focused on by the Maximum Pressure policy, is a short-term problem for the country because, in the long run, it has the benefit of breaking the reliance on oil revenues. This tactical pressure helps us strategically.

British Experts in Iran to Upgrade Arak Reactor

A team of British experts arrived in Iran on Monday to begin work to upgrade the Arak heavy water nuclear reactor, the UK embassy in Tehran said.

Iran removed the core of the Arak facility and filled part of it with cement as part of a 2015 deal that gave the country relief from sanctions in return for curbs on its nuclear program.

Located southwest of Tehran, the reactor is to be modernized with the help of foreign experts under the deal known as the Joint Comprehensive Plan of Action.

"A team of British nuclear experts led by UK Chief Scientific Adviser Professor Robin Grimes arrived in Tehran today to take forward the next stages of the modernization of the Arak reactor, alongside a team of Chinese experts," said the British embassy.

"The experts will hold talks with the Atomic Energy Organisation of Iran on international technical assistance to the reactor construction," it said in a statement.

The British experts would remain in Iran for three days, the embassy told AFP.

"This visit forms part of our commitment to ensuring that the Joint Comprehensive Plan of Action (JCPOA) provides benefits for both Iran and the wider international community," said the statement.

"That is why we are upholding our obligations to cooperate with Iran to modernise the Arak reactor, helping Iran to develop a modern and up to date civil nuclear programme.

"Our work with Iran on the Arak project has made important progress in the past year," it said.

Tensions have been escalating between Iran and the United States since May last year when President Donald Trump pulled out of the nuclear accord and began reimposing sanctions.

The remaining partners in the deal with Iran include Britain, China, France, Germany and Russia.

The European parties have repeatedly said they are committed to saving the accord, but their efforts have so far borne little fruit.

Tehran has already hit back three times with countermeasures in response to the US withdrawal from the nuclear deal.

On July 1, Iran said it had increased its stockpile of enriched uranium to beyond a 300-kilogramme maximum set by the deal, and a week later, it announced it had exceeded a 3.67-percent cap on the purity of its uranium stocks.

In its latest move it fired up advanced centrifuges to boost its enriched uranium stockpiles on September 7.

There are currently about 2 million Afghans in Iran, Afghan officials said. Nearly 800,000 left last year according to the International Organisation for Migration.

Most of them have landed on Greek islands, where authorities are struggling to provide shelter. Charity group Oxfam said over 13,000 men, women and children were now crammed into the Moria camp on Lesbos, which was designed to accommodate 3,100 people.

It might well be time for iran to follow erdos example and "encourage" the afghani refugees in iran to go somewhere else......like the eu for example.:devil:
After all you can hardly expect a sanctioned iran to look after all these people as well as its own populace,now can you?,not to mention that most of the problems in afghanistan came about because of cold war western/soviet stupidity that was then further compounded by yet more western stupidity during the post cold war era.

Erdogan has Europe by the balls because of the Syrian refugees. Iran should start to make such threats explicit if the EU follows through with its stated intention to refer Iran's non-compliance with the JCPOA to the UNSC in early November if Iran takes the 4th step to reduce commitments (which would re-instate all UNSC sanctions).
