well if it was up to me I'd have replaced the damaged IR-1 centrifuges , with IR-6 and then would have told the world its how we are going to play it if you don't want to play nice.

A blast at Iran’s Natanz nuclear enrichment facility that has been attributed to Israel was caused by a bomb planted at the site in advance, an Israeli television report said Monday.
According to Channel 13 news, the bomb went off Sunday at 4 a.m., when some 1,000 workers were at Natanz. The facility was reportedly evacuated immediately after the blast over fears of further bombs, but no other explosives were found.
The report, which did not cite a source, said the explosive was placed near the main electricity line at Natanz and that when it detonated, the entire facility stopped functioning, with the program set back by months.
“All the signs point to this being the worst attack that Iran’s nuclear program has suffered… at the most important Iranian nuclear facility,” said Alon Ben-David, the network’s military analyst.
Natanz has previously been targeted, including by an explosion that rocked the facility last summer, in what was also said to have been an Israeli attack aimed at disrupting uranium enrichment and research at the site. In 2010, the United States and Israel allegedly halted Iran’s nuclear program with the Stuxnet virus, which caused Iranian centrifuges to tear themselves apart, reportedly destroying a fifth of the country’s machines.
Israel is anticipating Iran will respond to the latest attack but not necessarily right away, according to Ben-David. He said such retaliation could come in the form of a cyberattack on civilian infrastructure, an attack on Israeli-owned ships, missile fire from Syria or Yemen, or cruise missile or drone attacks on strategic Israeli targets.
“Yesterday signifies that the faceoff between Israel and Iran has escalated to a higher level,” he said.
The network also said Iran may now try to expand its operation at the underground Fordo plant, where it has over 1,000 centrifuges. There were some 6,000 centrifuges at Natanz.
Separately, the Kan public broadcaster reported that advanced centrifuges were damaged in the blast at Natanz. The report, which cited an intelligence source, did not specify which model of centrifuges were targeted. Iran publicly inaugurated the advanced IR-5 and IR-6 centrifuges at the facility on Saturday.

The ten billion dollar cost for the the Bushehr II project is for BOTH reactors,not just for the 2nd bushehr reactor,indeed when one looks at the neighboring barakah nuclear plant in the uae we can see a similar price of between 5-6 billion per reactor.

Highly unlikely IR-9 is ready to deploy.
Not to mention standard version IR-9 is too tall for underground hallway of Natanz. Also IR-9 requires higher grade material of carbon fiber than I believe Iran mass produces.
So I am skeptical of this claim. IR-5 (10 SWU) should be able to be mass produced using same grade material as IR-2/4

If you remember, what you challenged was the entirely plausible number of $7 billion for the iranian nuclear program for the last 30 years e.g. since 1991, which would obviously not include expenditures made during the Shah era.
Maybe you get up to $11 billion if you highball the full cost of both Siemens reactors, inflation adjust it and add it to the cost for the Russian design reactor, but the fact that due to the vicissitudes of history the investment in the original Bushehr reactors unfortunately has to be considered mostly lost is not relevant to the question at hand.

'Remotely Detonated Device' Blew Up Iran's Natanz Nuke Site
The attack on Iran's key Natanz nuclear site Sunday was caused by an explosive device that was smuggled into the plant and detonated remotely, the New York Times reported Tuesday.
Citing an unnamed intelligence official, the report said that the explosion, which has been attributed by foreign media to Israel, damaged Natanz's primary and backup electrical systems. Behrouz Kamalvandi, a spokesperson for Iran's Atomic Energy Organization, said that the attack blew a hole so big that he managed to fall into it, and suffered injuries.
It also quotes Fereydoun Abbasi, the head of the Iranian Parliament's energy committee, who told state television Monday that "The enemy's plot was very beautiful" from a scientific standpoint. "They thought about this and used their experts and planned the explosion so both the central power and the emergency power cable would be damaged."
Also on Tuesday, former Prime Minister Ehud Olmert told the Ynet news website that "what happened two days ago in Natanz wasn't caused by someone who broke in there in the middle of the night. The explosives were planted there in advance, maybe 10 or 15 years ago."
He added, "I can think of operations that were carried out in the past to plant devices."

Senior MP: Iran to Replace Damaged IR-1 Centrifuges in Natanz with Advanced IR-6 Machines
TEHRAN (FNA)- Chairman of the Iranian parliament’s National Security and Foreign Policy Commission Mojtaba Zonnouri condemned the sabotage act carried out at Iran’s Natanz enrichment facility on Sunday, and further declared that the damaged IR-1 centrifuges will be replaced with the home-made advanced IR-6 machines.
“The incident has failed to inflict serious damage on the country's nuclear industry,” Zonnouri told FNA on Monday. He explained that the Atomic Energy Organization of Iran (AEOI)’s policy has long been to gradually phase out the IR-1 machines because their rate of crashing is high and their enrichment capacity is low, saying, “If we have one thousand IR-1 centrifuges in a 1,000 square meter space, we can get a maximum one ton of enriched uranium per year, but if one thousand IR-6 machines work in the same environment, at least 6 tons of enriched uranium is achieved annually.”
Asked about the Islamic Republic of Iran’s response to the Sunday sabotage act, Zonnouri said, “Certainly, the officials will monitor the situation and will strike a blow at the enemy at the right time to make them regret their deeds, but the time, place and type of the response will be decided by the Islamic Republic.”
AEOI Spokesman Behrouz Kamalvandi told FNA on Sunday that an incident took place in a part of the electricity distribution network of Shahid Ahmadi Roshan facility in Natanz, adding, “Fortunately, the incident did not cause any human injuries or pollution.”
The spokesman stressed that the causes of the accident are under investigation and further information will be announced later.
The Natanz Fuel Enrichment Plant, covering 100,000 square meters and built eight meters underground, is one of several Iranian facilities.
AEOI Head Ali Akbar Salehi said on Sunday that his country reserves the right to act against perpetrators of the recent Natanz incident.
“The Islamic Republic of Iran reserves its right to act against the perpetrators of this heinous move,” Salehi said in reference to the incident that occurred at the electricity network of Natanz nuclear facility.
He added that the incident shows the enemies of Iran’s industrial progress have failed to prevent the significant development of its nuclear industry.
“The move also indicates the failure of opponents of the Islamic Republic of Iran in recent nuclear talks for the lifting oppressive and cruel US sanctions imposed against the country,” the nuclear official noted.
“While condemning this heinous move, the Islamic Republic of Iran calls on the international community and the International Atomic Energy Agency (IAEA) to deal with perpetrators of this nuclear terrorism,” Salehi stated.
Also, Iran’s Foreign Minister Mohammad Javad Zarif said that his country will take due measure against Israel for sabotage against its nuclear activities, adding that Natanz facility will be constructed stronger than before.
“Iran will not allow them [Israelis] and will take revenge for these actions on the Zionists,” Zarif said, and stressed that Natanz nuclear facility will continue its work with stronger building and machines.
He made the remarks in his meeting with the members of the Iranian Parliament's National Security and Foreign Policy Committee on Monday, saying that this act will strengthen Iran's position in the negotiations.
The minister stressed the need for proper protection of facilities and nuclear scientists.
Zarif said that the Israeli officials had explicitly stated that they would not allow progress in lifting the oppressive sanctions but they will be responded to by further nuclear progress.
“The negotiating parties should know that if they used to face enrichment facilities with first-generation machines, now Natanz can be full of advanced centrifuges with multiple enrichment capacities,” he went on to say.
Meantime, on Monday, Iranian Foreign Ministry Spokesman Saeed Khatibzadeh said that the terrorist attack which happened at Iran’s enrichment facility in Natanz damaged the country’s IR-1 centrifuges which will be replaced with new generation advanced machines, stressing retaliation for Israel’s move in due time and place.
“The unfortunate incident that took place at Natanz has repeatedly been admitted by the Zionist regime, and various sources confirm that the regime was behind it. I am glad that there was no human or environmental damage, but it could have led to a catastrophe that is a crime against humanity, which is typical of the arrogant nature of the regime,” Khatibzadeh told reporters in a press conference.
“All decommissioned centrifuges are of IR-1 type (the primary series of centrifuges developed by Iran) and will be replaced with new centrifuges. With this action, the Quds occupying regime attempted to take revenge from the Iranian people for their patience and wise behavior on the way of lifting sanctions. Iran's response is revenge against the regime in a due time and place,” he added.
Khatibzadeh underlined what happened in Natanz which damaged Iran’s centrifuges will cause new achievements and more progress for Iran, adding that the incident can neither hold back the country’s indigenous knowledge, nor block its unchangeable policy on removing the US sanctions.
