Like I said, its basically the official cases that make it to the police. Developing countries would of course fare worse on it to various extents than developed ones.
The rate on that spreadsheet for the USA is in the 30's....are we to believe its 15 times higher than India etc? Other developed countries (UK, Sweden etc) report high too, Sweden is pretty disturbing to see the trend, I assume its because of the refugee hosting crisis unfolding there. It is interesting to see Canada, Japan and others are really low though (like 2)....which ones are genuinely that low or have differing standards of rape reporting etc would need further analysis.
Many countries do not compile this for national official transparent use... or do not submit it to the UNODC it seems in first place (Pakistan, China etc)...doesn't mean they do not face the same issues that the rest of the developing world has in the under-reporting:

We probably will never have good consistent data on it for a long time in the developing world (and maybe even some developed countries too) at large. In the mean time many will just cherrypick and extrapolate on the immature feelz that they personally want.
