These rankings are mostly based on the research output of the universities like the number of published papers. Doing research and publishing articles is mostly the job of MS and PHD students, Now as CNN article that you've posted said, the problem we have is thanks to our stupid internal policies (Daily Islamization of the laws) our bright young people are fleeing the country and start working abroad right after they get their BS degree, so all of their research work credit goes to other universities. A good example of it is Maryam Mirzakhani, she is the first woman ever that was honored with the Fields Medal (Known as Nobel Prize of Mathematics), she went aboard right after she got her BSc in mathematics from Sharif University of Technology and now she is teaching mathematics in Stanford University and the credit of all of her work goes to Stanford University, this is true case after case. Now if our Ayatollahs stop screwing people left and right with Islamization of country and stop wasting the budge doing that and spend it on our universities, we can easily compete with some of best universities of the world.
