Water scarcity is a common problem for India and Pakistan. Why don't they pool their resources to setup common desalination plants, and / or coordinate water collection and usage.

If Pakistan is not having dams right now, India can rent out space in its dam reservoirs to Pakistan and collect water during rains, store it till summers and release more water in summers at a rate which will not flood Pakistan.

A common R&D effort to develop most efficient and suited desalination technology for the region may also help. Share the common technology by investing together and build desalination plants.
