If only... admittedly outsiders/foreigners have been unsuccessful in laying any sort of claim to the tribal areas, but this does not automatically translate into the region being peaceful. Let's not romanticise issues here.

The government had little say in the governance of the tribal areas, partly because the federal government saw that it benefitted little from these areas and partly because the locals were resistant to change. But that's an altogether different debate.
