The onus of said resolution still remains on Pakistan and India, not on UNO. That is an important point to note.

The resolution specifically mention the Indian forces by name. So once the Pakhtoon tribesmen are gone, India needs to start packing up its forces from Kashmir. That has already happened soon after the 48 war.

And more importantly. Presence of Pakistani troops in AJK and GB is not violation of UN resolutions and Indian government agrees to it.

If you read the UN resolution, Pakistani armed forces are not mentioned at all, but Indian forces are mentioned by named and they have to withdraw after Pakhtoons tribals leave the valley.
