Thank you China, Vietnam is about to get her first metro in Hanoi

China started building Hanoi Line 2A as late as 2011, and completed everything in 2018.

Dong said that the plan will be organised based on equipment and trains received, which is influenced by disbursement from China’s Eximbank.

“The Ministry of Justice and relevant ministries are completing procedures to put forth the disbursement”, Dong said.

As of November 24, five out of 13 trains for the railway had been delivered to Hanoi.

The 13 kilometre elevated railway project began in 2011 with investment of 552 million USD. However, in November 2014, it was announced the project would need a total of 868 million USD, 300 million USD more than initial estimates.

In total, the project includes 12 stations and a depot in Phu Luong ward, Ha Dong district.

Constructed by the China Railway Sixth Group Co., Ltd, the line is set to have capacity to operate 13 trains with carrier frequency of every two minutes and a maximum speed of 80 kilometres per hour.-VNA

2011-2018, 7 years, 13.1KM at cost USD 0.3 billion to complete it is decent already, I guess, if comparing to French/JP or even Chinese own at home?

In my city (A tier-2 one, or so-called "new tier-1" city in GuangDong province), for your comparison:

1. First line R2 (completed): 37.8KM at cost USD 2.2 billion , 6 years to complete (2010-2016).
2. Second line R1 (building): 72.4KM at cost USD 5.3 billion , 7 years to complete (2016-2023).

We have kept complaining, complaining, complaining on the completing-time.
It was/ is too slow, can't help it.
In real tier-1 city, near to us, ShenZhen, they spend only half of that time, 3-4 years to complete a brand-new subway. Annoying + Envying.

In Hanoi

- The French 12.5 km Hanoi Line 3 cost a whopping USD 1.7 billion till date, with no sight of ending, due to delay.

- China 13 km Line 2A is USD 870 million. It is completed.

Meanwhile in Saigon

- Japan build 19.7 Line 1 is 3x over budget, ballooned to USD 2.1 billion. Vietnamese will be lucky to see it running at 2025. (further increase in cost is expected)

- French build Line 2 now has a price tag of USD 2.2 million, much exceeding the initial budget, and no end in sight.

China build the its first underground metro by itself with no outside company, China certainly has resolve.

I do not take lightly Vietnamese resolve, but, it does not seem right if they applied their resolve only selectively, which I do not believe.

It just happens that China construction is speedier and more efficient (perhaps, due, also, to better communication between China and Vietnam) whereas Japanese and French construction has been slower and less efficient.

Hanoi's first elevated railway line has had its trial run in September cancelled without an alternative being proposed by the builders from China.

On Monday, Vietnamese authorities told reporters that further work on the project is not possible until China disburses $250 million in official development assistance (ODA) promised last year.

Construction of the Vietnamese capital's first urban railway was planned to run as a project from 2008 to 2013 at a cost of some $552 million with $419 million loaned from China.

Ground was not broken until 2011. Costs were then projected to run to $868 million by 2016 with an additional $250 million pumped in by Chinese lenders. The final disbursement is now due in March, but complicated procedures applied by China Eximbank have hindered the Chinese consortium headed by China Railways Sixth Group.

The delayed test run is the latest problem on the controversial project, which has been dogged by accidents, fatalities, and injuries to passersby.

Poor quality materials, faulty installations, and untrained workers have raised safety concerns. During his first official visit to Beijing, Prime Minister Nguyen Xuan Phuc said the slow pace of work and accidents have among other things contributed to congestion in Hanoi, causing public dissatisfaction. There are plans to ask the Chinese embassy to work with the consortium on ameliorating the situation.

The Hanoi metro has been seized upon by critics as a prime example of problematic China-backed projects. Surveys suggest most projects suffer from quality concerns, delays, and cost overruns. These include: the $69 million My Dinh National stadium in Hanoi; the $360 million steel complex expansion in Thai Nguyen province; the $264 million iron and steel mill in Lao Cai Province; a $1.4 billion bauxite-alumina project in the central highland; waste-treatment and energy-related projects; and a number of textile factories.

Common to all the projects were low bids and cheaper cost of investment arrangements. According to Pham Chi Lan, a Vietnamese economic analyst, this will turn out to be very expensive in the long run -- costs will continue escalating for low quality results.

Mistakes, shoddy work, obsolete machinery, and accidents have become commonplace, causing a general loss of confidence in China-backed projects. Many are being reappraised, including 12 under the ministry of industry and trade.

Japanese and French construction method is normal in the western world, which is why it is overprice and takes a long time to build.

I find it funny the Japanese didn't mentioned anything about their Vietnamese build metros like they didn't exist at all.

I cannot believe Japanese (business elite) cannot take competition and break down so easily :D. I have higher opinion of corporate Japan.

Lousy China construction has built the world's safest HSR so far.

How about good quality Japanese railcars that leak during the first rain?

Or, how can we make sure of the quality of the steel and aluminum made by Kobe steel? Perhaps they are dumping those sub par material into the metro line they are building in Vietnam?

Nikkei should try harder.

No ill feeling. we put pressure on everyone but we just put more pressure on you because we have higher expectation on China. Otherwise we won’t become a developed country even after 100 years.

Noi means inner
Hanoi means inner lake, a city surrounded by lakes or the red river. The red river in Vietnamese: song hong. Song is river, Hong is red.
