Terrorists may use drones or unmanned aerial vehicles (UAVs) to stage attacks in India, the government has said.

The Home Ministry tabled a report in Parliament on Tuesday, which on the basis of inputs received by intelligence agencies, said that terror groups may carry out attacks across India using sub-conventional aerial platforms.

The report further said that the Directorate General of Civil Aviation (DGCA) is in the process formulating regulations for certifications and operation of UAS and UAV in Indian air space.

The government report also mentioned that there were ample evidence to suggest that Dawood Ibrahim was in Pakistan. Dawood, who is considered as the mastermind of 1993 Mumbai serial bomb blasts, keeps shifting his location in Pakistan from time to time, the report said.

In August, Union Home Minister Rajnath Singh had said that Dawood Ibrahim is permanently living in Pakistan and that he may be changing his location in that country.

"Such people keep changing their location ... but he is permanently living in Pakistan," Singh had said following reports that Indian security agencies had documents to prove that the terror mastermind and his family are based in Pakistan.
