That was due to British COAS Pakistan had who told India prior to attack so do not beat your chest too much. If Kashmir would have resolved we could have lived like good neighbors. Kashmir is not Indian territory, not until the Kashmirirs say so which is only possible through a plebiscite which Nehru agreed upon but never delivered.

As for N-E rebels i have yet to come across evidence that suggests we supported N-E rebels. I dont think even the Indian government accuses Pakistan of doing that but China. Perhaps a non Indian source would be nice.
