I disagree, there can never be a conventional war between Pakistan and india. The conventional parity is not there and it will always escalate to nuclear war or world powers stopping it. What u suggested worked in first half of the century and not anymore. Not to forget the sanctions that will follow once u attack and take land by force.
The best bet is insurgency, its always below conventional war threshold, and its very very hard to control. In a massive country like india, a full blown insurgency will devastate it and weaken it with time. Plus a local insurgency is legitimate and the muslims can ask for further division of india.

Pakistan should concentrate on the Sikhs first because when the Sikhs rise up the main highway from mainland India to Kashmir will be blocked. Sikhs are now confident after defeating Modi through their year long Farmers protest. The London Sikhs have already held a successful Referendum for Freedom. Kashmir and Khalistan struggle will support each other. IS(K) and TTP should also be persuaded through intermediaries to relaunch their struggle in Kashmir instead of fighting the Muslim Pakistani Army and make their Islamic Emirate over there.
