The caption is obviously written by a pakistani journalist and it's bull ****. They're not hired guns and the tats are generic tattooes. These people are what the Iranian police labels "arazelo obash." Basiclly they're street thugs and the tattooes are most likely gang or prison tattooes. They always take pics like this in the areas they raid before taking em to prison.

I always love how supposed secular sunni countries are always so much more conservative than our theocratic society. In Iran tattooes are taboo, but they're not haram. And they're only taboo if we look at the whole society. Among the post 1990 generation it's actually very popular.
