Major players like Tatas and L&T had responded to Indian Air Force’s (IAF) request for information (RFI) to upgrade base repair depots (BRDs) under the maintenance command. The plan was to rope in a private player to upgrade the depots, which undertake maintenance of aircraft and other defence hardware. However, it was eventually decided to put on hold the process and come up with offers for a changed requirement, said a source. Under the earlier plan the bids were supposed to be opened last month, but the process was suspended before that date.

It was felt that some changes were needed in terms of implementing the upgradation process. The tenders were cancelled recently but IAF will once again come up with the proposal in 3-4 months, said a highly placed source. The contract, which IAF will prefer to give to a single player, may be worth around Rs400 crore.

In line with a contract granted for modernization of airbases, the air headquarters had plans for the maintenance command, which is headquartered at Nagpur. The requirements had been drawn up on the basis of inputs provided by the depots itself. Now, standardized requirements in line with the latest cost will be put up afresh for inviting bids, the source said.

The contract to modernize the airbases was bagged by the Tatas. Even for the BRDs, IAF will prefer to have a single player to ensure uniformity in equipment and systems, said a source.

Last year, the maintenance command had awarded a contract to Pune-based Taneja Aersopace and Aviation Limited (TAAL) for the upgrade of Mig-29 fighter planes and AN-32 transporters. The work, which involves mainly labour-intensive jobs, is being carried out under the IAF’s supervision, the source said. The deal with TAAL marked the beginning of involving private players in aircraft maintenance.

The maintenance command is also planning to establish a dedicated line for the overhaul of the Sukhoi-30 fighter planes. This will help ease the workload of defence PSU Hindustan Aeronautics Limited (HAL).

At the same time, this command is also expected to have a role in maintenance of Pilatus, the newly inducted trainer aircraft of IAF. However, the role will be limited and the plans are still on the drawing board stage, said the source privy to the affairs.
