Talks on with Russia for second nuclear submarine on lease

India is in talks with Russia for the lease of a second nuclear submarine, said a senior official in the Russian defence industry.

India is ready to finance the completion of a partly constructed nuclear submarine which sits at the Amur Shipbuilding Plant in the Russian Far East, the Russian government news agency RIA Novosti quoted an unnamed “highly-placed” source in the defence industry.

The submarine belongs to the same Project 971 as the Nerpa submarine which India leased from Russia in 2011 for 10 years at a cost of $970 million. It was commissioned as INS Chakra in April 2012.

“India has expressed interest in having the second submarine of this project completed,” the Russian official said. “The strong hull of the submarine is fully ready and carefully kept in a slipway at the Amur Shipyard.”

The official said an inter-government agreement for the resumption of the submarine construction is “in the works”.

“As was the case with the first submarine, the second one would be up for lease, not sale,” he said.

Russia had agreed to lease two nuclear submarines to India under a package deal for the retrofit of the Admiral Gorshkov aircraft carrier, but four years ago Russia’s top defence export official suggested that Moscow could lease “several” nuclear submarines to India.

“There is a real possibility of leasing to India for 10 years several of our nuclear powered multi-role submarines of Project 971 ‘Shchuka-B’ class,” Director of Federal Service for Military-Technical Cooperation (FSVTS) Mikhail Dmitriyev said in December 2008, shortly after the delivery of the Nerpa submarine was postponed following an accidental discharge of poisonous fire-fighting gas aboard the vessel that killed 20 seamen during sea trials.

Better idea would be, to get a licence production deal for Yasen class SSGNs, with an indigenous nuclear propulsion, Russian consultancy to improve our developments in this regard, First hulls beeing build by Russian shipyards, latter in India, with more Indian and foreign systems, custom weapon pack => Yasen MKI :smitten:

isn't yasen class too expensive??Borei Class is a lot cheap..
 
@sancho : isn't selling and TOT about nuclear subs not allowed by some treaty ??? Is that's why we get the sub on lease ???

According to NPT, no nation can sell a SSN/SSBN to another nation (which Russia is signatory of), but there is no provision of a LEASE.

This is the Loophole which both Russia & India exploited.

Exactly thats what i was saying. :D just didn't know that it came form NPT :D
And same thing is applied to JVs in the area. So there won't be something like Yasen MKI as @sancho wished

Now this is interesting part. However I don't think India will opt for more than 2 N-subs from Russia.

The main reason is we can't arm this sub with Shaurya and Nirbhay like weapons and they will only serve as training vessel, though providing chance of understanding the handling of Nuke sub

You can arm them for practice (without nuke warheads) but not allowed during actual warfare use. India made this deal with Russians for FAMILIARIZATION of its officers and crews with such systems. The submarine can not be subjected to any Indian war.

I know it. when the sub was leased, the condition was this sub will not be used in war

so,a nuclear sub can only be indegenous??

Leased Nuke sub can not be used in war. Hence the only choice is building SSGN/SSBN in house, with Russian consultancy if needed.

Arihant followed similar path. Several Russian Naval Engineers worked on project ATV

Nuclear Subs are not nuclear unless it has a live reactor installed as powerplant. :)

Russia can give us ToT for hull fabrication and we can install our own powerplant in it just like Brazil is doing with Barracuda class. I expect two line of nuclear subs being inducted in IN.
