Destructive ideologies shouldn't be present anywhere.
The Maoist Naxalite movement in India is a bunch of disciplined and idealist people. I believe they should have peace talks with the Supreme Court. This would be like the FARC guerrilla movement in Columbia talking to the government.
They have no influence there otherwise they would have fought elections and won. That's how real world works.
I suppose what the SPA can do, like the AAP in Delhi, strive to take power in one city and improve it. But this has a chance of sabotage by the Americans and the Taliban.
We have to talk who have influence there, we can't use too much resources to turn around the power structures there when US couldn't succeed in the same.
India can do quite a bit really but chooses not to. You should read this article about how India messed up its plan to get President Najibullah to escape to India in 1992. The quoted part speaks of how the so-called Mujahideen saw India - not really as an enemy :
