It looks too heavy for the civilian vehicle engine to move and yet too flimsy to offer any real protection.
The rebels would have better chances hiding and moving in cardboard boxes and barrels like Solid Snake than be a sitting duck in that thing.

My thoughts exactly, it looks slow. Probably noone beefed up the engine, which on a vehicle this size would not be powerful as is + added plates.
