His port of entry to EU was Frankfurt, he flew with an European airline on Indian passport. He was accompanied by officials of RAW and was received at the port of disembarkation like a diplomat. He crossed Pak border illegally, without going through passport control.
Yes.. elements in Pakistan's federal govt. were complicit in his flight out of Pakistan but not ISI or Army.
