Swiss soil being used by terrorists against Pakistan

The question is how much of the "terrorist" they are in the international arena?. They do kill non-Baluchs traveling through their areas but they take great care in not indulging in any activity which are associated with Islamic Jihadist groups. For example they dont do suicide bombings and they dont create videos of beheading the captured security personnel.
