To be fair, people can publicly burn religious books in Western countries. They are not going to make an exception for the Quran. Theologically, Quran cannot be burnt because Quran is oral by definition. The words that come out of the mouth are called Quran. The written version is Mus'haf of Quran. A statement to that effect would render the attention seeking Quran burners insignificant. This issue requires leadership at the state level, primarily by the Saudis.
The bigger issue is, has their King or MBS ever spoken on any issue concerning Muslims? Quran originates in Saudi Arabia. Their state flag has the Islamic creed. Where is their leadership? The onus is on them. In contrast, look at how they reacted when it is against their royal clan. Suddenly, they become tigers.
