you are talking nonsense. Russia used Hamedan not for very long at all, how could they finish IS in that time? IS is not national security threat to Iran, it is too far from its borders... Unless you are talking about lone wolf attacks, which is still a problem even if you bomb IS in Syria/Iraq...
