As was affirmed by @NagaBaba and @Paitoo in our discussion on Modi appeal among the indian public, his main appeal is, this simple ascetic man who against the corrupt status quo and has a good track record on the economy. IK's appeal is much of the same but like @Cheepek said, IK and his supporters have faced so much adversity that Modi and his supporters likely never will. That changes how people think. An entire generation formed has it's christening into Pakistan's politics last year and you be be assured, they only become hardliners from here. It's not going to soften up.

From my very limited knowledge, Modi has been very comfortably is politics and likely will be for the foreseeable future, whereas all 27 years of IK's politics have been characterized by adversity and challenges. Even, when he was in power, it was a beleaguered govt. from the get go, undermined by those he trusted the most.

IK's current popularity was forged in fire and fury of the establishment in the last 12 months.
His own supporters were deeply critical of him before that. For almost all of his tenure.
If this counts as "cult of personality", then he has that.

Niazi fanbase has nothing to do with anti establishment stance. Sharif is 3 times the Niazi in that regard.

Niazis fanbase is same as before. Hippies of 60s 70s who laud his sexual escapades and apparently command of English language with hordes of shrine addicts gifted by his recent marriage.
