It was not even a genuine complain by IAF it's was just rumors pushing by western arms lobby to sell F-35:D:D:D

"Sections of the Indian media reported that the Indian Air Force command criticised the FGFA program. In particular, Russia was accused of non-fulfilment of its promises. The Russian side said it hadn't received official claims from the Indian partners, adding that the work was going on schedule.
Russia and India have set up a joint venture to design and develop the medium-payload multirole transport aircraft. Its founders were Hindustan Aeronautics Ltd (HAL), UAC and Rosoboronexport. The headquarters of the JV will be in Bangalore."

Russia, China and Pakistan: An Emerging New Axis?

Regional realities are shifting fast, with some significant ramifications for India.

By Joy Mitra - August 18, 2015

In geopolitics, strategic realities can change with surprising speed, and even before countries realize it decisive shifts occur that shape the future for the years to come. That seems to be the case with traditional Cold War rivals Russia and Pakistan, which have of late seen a gradual warming of ties. Traditionally an ally of India and hitherto supportive of India’s stance on Kashmir, Russia has shown clear signs of cozying up to Pakistan.

Having earlier lifted its self-imposed arms embargo on Pakistan, in November 2014 Russia signed a landmark “military cooperation” agreement with Pakistan, which spoke about “exchanging information on politico-military issues, strengthening collaboration in the defense and counter-terrorism sectors, sharing similar views on developments in Afghanistan and doing business with each other.” There have been reports that Pakistan may purchase Mi-35 combat helicopters apart from directly importing the Klimov RD-93 engines from Russia rather than via China for its JF-17 multi-role fighters. This could also mean a significant role for Russian equipment and spares in future development of the fighter. In addition, Russian state-owned firm Rostekh Corporation is planning to build a 680 mile gas pipeline in Pakistan in 2017 at an estimated cost of $2.5 billion.

The mutual overtures between Russia and Pakistan are part of a greater shift in international relations. In Europe, Russia is embroiled in a showdown with the West over Ukraine, with Moscow’s military adventure in Crimea being followed by Western sanctions. In the Asia-Pacific, China’s encroachments in the South China Sea has inflamed tensions with other Asia-Pacific countries allied with the U.S. These developments have forced Russia and China to look for allies, which explains the bonhomie between the two powers of late. Some analysts question whether a partnership motivated by external factors could lead to an alliance of countries that formerly distrusted each other. But the old adage “the enemy of my enemy is my friend” fits perfectly well here; the single most important factor that overrides all others is their concurrent perception of the U.S.and its “policy of containment” towards them. China needs allies to change the world order and it begins with Asia.

The China-Pakistan link is well known and is the most formidable leg of the Russia-China-Pakistan triangle. China has been a traditional ally of Pakistan and has historically supported it against its arch rival India both in terms of military equipment and diplomacy. Chinese have been involved in building nuclear reactors for Pakistan; Pakistan is the largest importer of Chinese manufactured defense equipment, is involved in co-production and co-development of JF-17 fighter jets and now is slated to buy almost eight Chinese’s S20 or Yuan-class diesel-electric submarines (SSK). China has also significantly invested in Pakistan’s Gwadar Port and in the Karakoram corridor. The imperative here is not just for China but for Pakistan as well. The burgeoning relationship between the U.S. and India, with their extensive trade ties and cooperation on strategic issues of mutual concern in the sphere of defense technology and equipment, does unnerve Pakistan from time to time. Since Pakistan’s failed misadventure in the Kargil heights, it has lost the support of successive U.S. administrations on the Kashmir issue and its own relationship with the U.S. has been rocky.

It is from here that the congruence of interests between the three states of Pakistan, China and Russia stems. For China and Russia, the U.S. is an anathema, which must dethroned from its hegemonic position for their own security. Pakistan has enough of an incentive to be a willing partner in an Asian security architecture that is shaped by China. With India having diversified its military suppliers to include countries like the U.S. and Israel, Russia no longer sees any impediment to establishing a strategic relationship with Pakistan. In the future one could see signs of integration between the three states, as their abilities complement each other: Russia is an alternate source for Western military technology and energy supplier, China is economically more potent than the other two, with considerable foreign exchange reserves looking to invest and in need of energy supplies,Pakistan despite its structural problems is a growing economy with young population in need of both of both energy supplies and defense equipment. Already importing equipment from China, Pakistan will have access to Russian technology, which was in fact the source for many Chinese products as well. Sanctions-hit Russia will have a new market for its defense equipment, although this may well in the future see some competition between Russia and China. It is possible that Russia will continue to arm India along with China and now Pakistan. Both EU and US have followed the strategy of supplying defense equipment to both India and Pakistan. But Russia arming Pakistan is still significant because that implies that Russia will no longer give preferential treatment to its historical friend India.

It is true India is still economically too big to be overlooked and Russia has an interest in preserving its relationship with India. But India has estranged security ties with China and Pakistan, and with Russia drawing ever closer to China, its divergence of interest with India in the world order it perceives is growing more apparent. The Russia-Pakistan-China triumvirate is a reality in the offing and has a far greater convergence of security objectives in Asia than a similar Russia-China-India grouping (also subsumed within BRICS). It is important to note here that the Chinese economy is visibly slowing and this could lead to some internal turmoil, the Russian economy may very well see further contraction, while that of Pakistan, albeit showing signs of improvement, is external aid dependent and beset by internal security concerns. Aggression on the part of this triumvirate to deflect attention from internal problems cannot be ruled out. The strategic ramifications will be for India as much as they will be the U.S. and other countries in the region. As the contours of the alliances in Asia harden, India will have to shed its reluctance to take a firmer stand in Asia and work more closely with the U.S. and Japan.

Its always surprising to see how nut head Indians always start talking about few billions always in double digits only whenever they hear news about strengthening ties between Pak and Russia.
Let me put it in simple words at the stage where Russia plays those billions doesn't count otherwise they wouldn't have poked their nose in Crimea and suffers hundreds of billions in losses.
India and US are designed to be future partners leaving Russia with no other option but to make a block with Pak, China , Afghanistan and Iran to offset US influence which always helps only US interests. Time is reaching fast when all anti US elements will be united and Pakistan with its key strategic location can always command its terms for any alliance like it did earlier against USSR .
So stop this excuse of few billions and come with some real logic.
Sanctions will cost Russia more than $100 billion - Apr. 21, 2015

Beside these losses they spent from their pockets another 40 billion dollars to keep the flame going.
Nemtsov's report: Russia spent over $40 billion on war with Ukraine - Charter'97 :: News from Belarus - Belarusian News - Republic of Belarus - Minsk
If they can loose over hundred billion happily just doing what they feel is in their interest I don't see how indian 30 -40 billions will make them side with a US ally.
Big changes are coming I don't say Russia will stop milking easy money from India whenever possible but Russian relations with Pakistan are bound to grow steeply owing to strategic interests and numerous opportunities for facilitating trade in whole of Central Asia a market capable of generating hundred of billions.
Those who likes to believe Russian indulgence towards Pakistan is merely to keep india on track are sadly mistaken .
Guys learn to read between lines times have changed and Russia will offer Pakistan military and any other assistance at a much lower price like we always got from China, KSA and US because everybody knows we can turn tables in their favor when required.
To remove US influence from Af-Pak region both China and Russia needs Pakistan and its a trillions of dollars game and in all that you guys jumping over your 30 billions is nothing more than a joke.
India is not what she wants to believe she is . Accept it and make your life easy its the time of Pakistan rising and no tea seller/muslim hater can stop that .

Never worked because you were their strategic partner but now as you are planning to sit in US lap things will change otherwise why Russia needed to change its decades old military sales policy towards Pakistan.
Your analogy is as stupid as it can be. China is also a member of Brics so what?
After new geopolitical alignment I see brics role only diminishing in future.

Yeah dreams are easy to see. Had our generals been on US pay roll you would never have seen US crying about Afgha Taliban and their hundreds of soldiers wouldn't have been killed and Afghanistan would have become a US puppet state by now and india would have been the biggest beneficiary. But they don't call ISI one of the best in the world without any reason they knew this outcome and hence made sure US and her future baby india's dreams remain dreams only.
And recent withdrawal of Indian mining companies from Afta'n leaving billions of investment plans just dreams prove the success of Pakistan strategy.

India didn't do any favor to Iran by doing all that they were getting cheaper oil so it was both ways and Iran know that and will deal india accordingly in future. Pakistan's decision to not take part in Yemen conflict has put our relation with Iran on a very positive and steep climb and two visits by their foreign minister in two weeks is a proof of that and the recent modi visit to UAE will only make things better for Pakistan. Besides all China's oil and gas from Iran will go through Pakistan so the magnitude of investment and money involved will be big enough for Pakistan to make sure Iran doesn't support any indian activity against Pakistan.

Chabahar is Iran's only deep sea port and given the size of Iran won't even be able to fully serve Iran's huge import/exports especially after nuke deal when its economy will grow even faster than any other asain nation including india as Iran has both oil money and technical expertise to produce sophisticated products.

Iran may give India a jetty or two nothing more and if with those two jetties you guys can win whole Afghanistan and central asia good luck. Keep dreaming.
Besides after Iran it has to pass through Aghanistan and even the US the world super power cant control Afghanis in 14 years what the hell is india in that aspect then? Nothing

Russia seeks out new win-win relationship with Pakistan

Fears of religious extremism in Central Asia and Afghanistan, combined with disillusionment about the roles of India and the U.S. in South Asia, could push Russia and Pakistan closer together.

Russia appears to be taking steps to deepen its relationship with Pakistan. The commander-in-chief of the Russian Army, Oleg Salyukov, recently announced that Russian ground forces would hold their first-ever military drills with Pakistan during 2016, in what is being billed as “special drills in mountainous terrain.” Prior to this, Russia had waved its embargo on arms supplies to Pakistan in June 2014 and signed a bilateral defense cooperation agreement with Pakistan in November 2014.

Arguably, these latest moves were only designed to strengthen military-to-military relations between Russia and Pakistan and put things in order for establishing stronger ties in the future. That is why it was no surprise to see a defense deal for Russia to send Mi-35 Hind E helicopters to Pakistan. However, there was also Pakistan’s invitation to President Putin for the inauguration of a pipeline worth more than $2 billion that would extend from Karachi to Lahore. Furthermore, Islamabad is looking for a free trade agreement with the Eurasian Economic Union to nurture strong cooperation in commerce and trade.

Common interests between Russia and Pakistan

Interests are the permanent bonds between states that determine whether their mutual affairs are to be considered as those of an enemy or friend. This well-proven statement is once again appearing to be the truth in light of the recent embryonic bonhomie between the Kremlin and Islamabad. The recent surge in bilateral relations is an outcome of one main factor – the United States – and several other areas of interests between the two.

More or less for a decade, India’s tilt towards the United States and the latter’s withering alliance with Pakistan was critical for ties between Moscow and Islamabad. Although officially nonaligned, India remained a close partner with the Soviet Union and continued to manage this strategic partnership with Russia in the post-Cold War era as well. However, New Delhi’s recent embrace of Washington encouraged Moscow to reconsider its links with South Asia.

Recommended: "Russia Direct Brief: 'How to Warm Up Russia's Ties with India'"
In the past, despite having a huge asymmetry of size and capacity vis-à-vis Russia, Pakistan had adversarial relations towards the Kremlin for almost the entire Cold War period. There were short spans of time when Moscow welcomed Islamabad’s pursuit of friendship and cooperation; however, events like the U-2 spy plane incident and Pakistan’s role as frontline state in the Soviet Union’s 1979 war in Afghanistan, led to eventual eviction of the Soviets in 1989.

Among the most critical factors was Pakistan’s membership in the Southeast Asia Treaty Organization (SEATO) and The Central Treaty Organization (CENTO), although Islamabad joined these organizations solely because of its own complementary interests. However, Pakistan participated in an alliance with the U.S., while pursuing divergent interests.

THE ALLIANCE BETWEEN THE U.S. AND PAKISTAN IS ONE OF MANY CONTEMPORARY INSTANCES OF AN ALLIANCE SERVING COMPLEMENTARY INTERESTS

Hans J. Morgenthau
One of the pioneering international relations realists, Hans J. Morgenthau, describes the lack of identity of interests in the U.S.-Pakistan alliance relationship in the following way: “The alliance between the U.S. and Pakistan is one of many contemporary instances of an alliance serving complementary interests. For Washington it serves the primary purpose of expanding the scope of the policy of containment; for Islamabad it serves primarily the purpose of increasing her political, military and economic potential vis-a-vis her neighbors.”

There is a long saga that explains how and why Pakistan from joined these South Asia security pacts. In the wake of security and survival relations, the newly emerged state of Pakistan was consumed by the fear of aggression from its eastern neighbor. There were several factors that supported this argument in Pakistan’s security corridors and led policymakers to pursue possible as well as available options to mitigate this insecurity and improve defense capabilities.

These fears were fueled by Indian aggression against Kashmir, Hyderabad and Jona Garh (all three states which were to be part of either India or Pakistan on settled and agreed upon criteria, mainly the consent of the majority of the population of the state). India forcefully integrated Hyderabad and Jona Garh into Indian territory; yet, Kashmir became a disputed territory between India and Pakistan. Kashmir remains an unfinished item on the agenda and a bone of contention between the two nuclear neighbors. This was the scenario that constituted Pakistan’s insecurity and uncertainty about survival.

The former prime minister of Pakistan, Mohammad Ali Bogra, who is believed to be one of the architects of the security policy to join alliances with the U.S., explains the primary reason for joining anti-Communism alliances: “Our main and only purpose was to safeguard the safety and security of Pakistan and we needed support from like-minded and peace-loving nations. We have never made any secret of the fact that we apprehended a threat to our security from India.” Pakistan had provided the United States with intelligence sharing and air bases and joined the containment policy as the second-largest non-Communist state of Asia, but its strategic concerns about India were not focused on by its partners.

Afghanistan and the Islamic insurgency

Afghanistan once viewed Pakistan as the Soviet adversary, but now it needs both Pakistan and Russia for the stability and development of its own nation and region. Russia’s foremost periphery in the Central Asia comprises the former Soviet states, which are directly affected by the instability in Afghanistan. Disorder in Kabul has direct consequences for this periphery and results in a surge in terrorism in Russia as well.

Pakistan, with the endorsement of China, has a greater role to play in the peace process in Afghanistan. Thus, stability there is another area of common interest between Russia and Pakistan.

Once the U.S. will have finished its withdrawal from Afghanistan, the Kremlin will consider Pakistan as an essential partner for stability in the region, especially in Afghanistan. With backing from Beijing and support from Washington, Islamabad already plays an active role in peace negotiations with the Taliban. Thus, Russia seeks Pakistan as a significant partner to maintain peace and order in the post-Soviet territories of Central Asia, the so-called “backyard of Russia.” From the Pakistani point of view, relying on the United States for more than six decades produced nothing more than a delusionary friendship that lacks mutual trust and jeopardizes Pakistan’s security.

Changing realities give birth to new partnerships

The changing realities of international politics negate the Cold War mentality and allow new partnerships and venues of cooperation to emerge. As far as the interests of Russia and Pakistan coincide, they must enhance mutual cooperation in areas of interest to find more common ground for the future. Relations between the two should not be based on the frustrations and disappointments from their respective partners, India and the U.S., whose alliance is aimed at another state, China.

Central Asia offers a mutual area of interest for Russia and Pakistan, where instability and Islamic insurgency are concerns for both. Pakistan has a decade-long expertise in fighting religious militant groups, as does Russia, which also suffers from religious extremism. Mutual collaboration and exchange of experts would strengthen both sides to nip this evil of extremism in the bud and pave the way for regional development.
