These guys screwed up. The intelligence provided was apparently very accurate. But the Lankans decided not to believe it because of vested interests. They didn't believe they will be victims of Islamic terrorism and that India was conspiring to create a rift between Pakistan and Sri Lanka while also alienating the Muslim pop in Lanka.

Simply setting up security around the places with proper checks would have been the primary action to deter the terrorist acts, there are many more ways to move ahead, thats job of intelligence agency to track based on intels.

Then why isn't FATF running behind India to blacklist.
Why Pakistan is not able to put anything on the table of UNSC with regard to same?
Why US, France, Japan , USSR etc are not lobbying against India and terrorists in India?
I guess they have a special love affair with Pakistan.
