Sri Lanka : The MoU signed by the Sri Lanka\'s Common Opposition Candidate and opposition parties

Dec 01, Colombo: Sri Lanka's opposition political parties and people's organizations today signed a Memorandum of Understanding (MoU) with the common opposition presidential candidate, former government minister Maithripala Sirisena.

Following is the text of the MoU signed by Sri Lanka's opposition:

As Sri Lankans we face several grave challenges. The country, which was once seen as a model of democracy, has degenerated in recent years into a place where its citizens cannot live with dignity and in safety. Among the clear manifestations of this situation are:

  • The total breakdown of the Rule of Law,
  • The erosion of democratic institutions essential for governance,
  • An unprecedented widening of social disparities and social injustices,
  • Severe strains on co-existence between different ethnic and religious communities and increasing disharmony and distrust.
In this situation, the following program is presented so as to re-establish democracy, good governance, social justice and the rule of law. Accordingly, it is proposed that the present authoritarian and corrupt regime be defeated by fielding a common candidate acceptable to all those in agreement with the programme. The immediate tasks will be implemented within a hundred days, including abolition of the current executive presidency and the re-establishment of a parliamentary form of government. Through a new Parliament the rest of the programme will be fulfilled.

To fulfill the immediate tasks and objectives given below, an All-Party Government will be formed for a period of not less than two years.

Immediate Tasks:

  1. The present executive presidential system will be abolished within a hundred days and replaced by a Parliamentary form accountable to the people. Under the Parliamentary system, the President will symbolize national unity and have duties and powers appropriate to the position.
  2. The Eighteenth Amendment to the Constitution will be repealed and the independence of institutions essential for democratic governance, such as the judiciary, police, public service, election authorities, Attorney-General, Auditor-General and independent Commissions re-established and further strengthened.
  3. The current preferential voting system will be abolished. The new electoral system will provide for the just representation of all communities and political opinions and will be a mix of the first-past-the-post system, which ensures that every electorate has its own Member of Parliament, and proportional representation.
  4. The oppressive burden of the cost of living of the people will be reduced through granting of a commensurate increase in salaries of the public service and the private sector; strengthen the industrial, agricultural, plantations, fisheries and small industries components of the economy and guarantee a fair price for local produce; develop an effective social safety net for marginalized groups and the poor and, in particular, for women and children, the elderly, pensioners and disabled persons
In addition, measures will be initiated in the first hundred days to:
  • Immediately prevent, through greater transparency and accountability, the present unprecedented large scale fraud, corruption, bribery and earning of commissions as well as the wastage of public funds; Take action according to law to deal with abuses that have been committed.

  • Guarantee the primacy of the Rule of Law, restore democracy on a sustainable foundation of good governance, secure and advance fundamental rights and freedoms, strengthen the right to freedom of expression inclusive of media freedom and the Right to Information, and ensure the right to live in human dignity further

  • Develop the right to live in human dignity through re-establishment of the welfare state, and in particular guarantee the right to high quality free education and health services

  • Empower youth to successfully meet the challenges of the rapidly changing world, in particular through providing essential technical knowledge and skills and training required for high level employment

  • Guarantee dignity and equal opportunity for all citizens in the social, cultural, economic and political spheres

  • Create a civilized and moral society and in particular reform the political culture of the country that has sunk to unprecedented depths.
The political parties, groups and citizen's organizations that are committed to this People's Agenda shall dedicate themselves towards achieving its objectives.
 
Sri Lanka is currently in a crossroads of history. Whatever decision they take now will surely have a massive impact on the future geopolitics of Indian Ocean region.

A number of prominent Roman Catholic priests and laypeople in Sri Lanka are appealing to Pope Francis to put off a scheduled visit, saying the government is using the occasion as propaganda to imply the pope’s support for President Mahinda Rajapaksa, who is seeking an unprecedented third term in office.

Fonseka accused the President of feeding corrupt politicians
Democratic Party leader and former Army Commander Sarath Fonseka today announced that their party will support Common Opposition Candidate Maithripala Sirisena at the forthcoming Presidential election.
Fonseka also accused President Mahinda Rajapaksa of assisting and aiding the corrupted politicians. “The President takes no actions against those who have the so called ‘files’. Instead he feeds the culprits,” he added.

I only have “files” given by Ministers – President
Confident that he will emerge victorious at the forthcoming Presidential Election, Mahinda Rajapaksa says that his third term as the President of Sri Lanka will commence after being sworn in on November 19, 2015.
The President made this declaration in response to a question during a meeting with news heads of print and electronic media at Temple Trees this morning.
Asked about a recent statement made by him that he has “files” on MPs and Ministers who defected from the government, the President clarified that he only possess files which were given to him by ministers.
Rajapaksa said that ministers normally forward him files of their respective ministries and that when he spoke about this in public, various persons have given it various interpretations.


Attempts to sabotage Sri Lanka's opposition presidential candidate's public rally in Matara
Dec 04, Matara: Sri Lanka's common opposition presidential candidate Maithripala Sirisena participated in a massive public rally held in Matara today to show support to the opposition election campaign.
The organizers said that some group has cut the connectors and disconnected power to the loudspeakers in the Uyanwatta Grounds in an attempt to disrupt the rally.
Former UNP MP Sagala Ratnayake charged that the government is attempting to suppress the people's power by undemocratic means.

Maithripala Sirisena addressing the gathering said a common opposition rally on a massive scale will be held in Kandy the day after the submission of nominations.

Sri Lanka : Sri Lankan government reduces LP gas prices
Dec 06, Colombo: The government has decided to reduce the price of a LP gas cylinder by Rs. 250 from today to provide relief to the public, the Minister of Co-operatives and Internal Trade Johnston Fernando announced.
Petroleum Minister Anura Priyadarshana Yapa said that due to reduction of fuel prices in the world market, the government has decided to reduce fuel prices on the instruction of the President. Political observers however, view government's relief measures just ahead of presidential election as political maneuvers.



US denies funding Sri Lankan opposition
The United States embassy in Sri Lanka denied it was “pumping money” into the country to topple the government after allegations were levelled by a minister.
Resettlement minister Gunaratne Weerakoon accused US envoy Michele Sison of seeking to fund opposition forces in the election campaign in order to oust Rajapakse who is seeking an unprecedented third term in next month’s elections.
“She is pumping money to topple president Mahinda Rajapakse,” the minister told an election campaign rally Friday.
The US embassy strongly rejected the minister’s accusations. “The allegations by minister Gunaratne Weerakoon are baseless,” the embassy said in a statement.
“They reflect a fundamental misunderstanding of our engagement with senior government officials and our policy towards Sri Lanka as well as the US political and economic system.”


Sri Lanka ruling party supporters threaten to kill assaulted journalist's parents
Dec 06, Anuradhapura: A Sri Lankan journalist who was attacked yesterday at Eppawala in Anuradhapura district was threatened today (06) in the hospital by a group of thugs believed to be supporters of the ruling party.
The journalist of Ada Sinhala newspaper, Thisara Samal Somarathna was attacked and his camera equipment were damaged by a group of thugs believed to be linked to the ruling Sri Lanka Freedom Party (SLFP) while he was covering the assault on a performer after a street show yesterday.

Somarathna told local media that the group threatened to kill his parents if he didn't leave the hospital.

Tight security in Rajagiriya tomorrow
A special security plan will be implemented tomorrow (8) in and around the Department of Elections in Rajagiriya 9.00 a.m. to 2.00 p.m. while nominations for the Presidential elections are accepted, the Department of Police said.
According to police Spokesman SSP Ajith Rohana, a special traffic plan will also be implemented in the specific area at the time of nominations are being accepted.
The candidates contesting for the forthcoming Presidential election will arrive at the Department of Elections, tomorrow.

Sri Lankan government denies using state resources to skew poll - Yahoo News

COLOMBO (Reuters) - Sri Lanka's government has denied allegations made by a group of independent monitors that it is using state resources to give an unfair advantage to President Mahinda Rajapaksa who is running for an unprecedented third term in next month's election.

The seven observer groups, some of which are funded by foreign non-governmental organizations, on Thursday raised concerns that the ruling party was exploiting public services and employees and that the police were ignoring complaints.

"These are wild accusations. If there is a basis for those allegations, they should take action," government spokesman Keheliya Rambukwella said.

Police spokesman Ajith Rohana rejected charges that police were biased towards any candidate, adding: "There can be delays, but we totally deny inaction and the allegations."

Rajapaksa, president of the Indian Ocean island state since 2005, had been expected to win re-election easily until the emergence last month of his former health minister, Mithripala Sirisena, as the opposition's common candidate to challenge him.

The International Crisis Group, an independent conflict-prevention organization, said in a report this week that the unexpectedly strong challenge had raised the "likelihood of election-related violence and fraud in an increasingly authoritarian political context, where all state institutions are under the tight control" of Rajapaksa.

S. Ranugge, executive director of Transparency International Sri Lanka, one of the monitor groups, told reporters that the ruling party had been using state schools, offices, vehicles and public transport to gather crowds for campaign meetings.

"There is an unprecedented abuse of state resources and employees for the election by the ruling party," said Keerthi Tennakoon, executive director of Campaign for Free and Fair Elections (CaFFE), another of the groups.

The observers said that police had not acted on complaints brought by opposition supporters of election-related violence despite video evidence and had been over-zealous in dealing with complaints from Rajapaksa supporters.

The Lawyers Collective, a rights group made up of lawyers, said separately in a statement it was shocked by poll violations that included using the defense establishment and bribery.

Large cut-outs of Rajapaksa have been erected across the country, in contravention of the election law, and state-run television provided live coverage for his first election campaign but not that of his challenger.

"There are election rules and regulations. If they believe there are violations, they can go to the relevant authority, which in this case is the election commissioner," Rajapaksa's spokesman, Mohan Samaranayaka, said.

The Election Commission declined to comment, but a senior official at the commission who asked not to be named said: "Aggrieved parties can go to the courts."

Maithripala Sirisena sworn-in as President, Ranil new Prime Minister

After his competitive victory at the yesterday’s elections, President-elect Maithripala Sirisena commenced his first term in office after taking oaths amid the blessings from the religious leaders of all faiths, this afternoon.

President Maithripala Sirisena was sworn-in as the 6th Executive President before Justice K. Sripavan during a ceremony held at the Independence Square.

Subsequently, leader of the United National Party (UNP) Ranil Wickramasinghe was as well sworn-in as Prime Minister before President Maithripala Sirisena.

During his speech, President Sirisena promised the nation that he would dedicate to fulfill the promises he made through his manifesto, what he assured to accomplish in 100 days.

While remembering that there was a disgraceful character assassination and mudslinging campaign against him by the state media, President quoting a stanza from the ‘Dhammapada’ “hatred ceases not by hatred, but by love” (Nahi Verena Verani) added that he would never make any effort to take revenge from anyone who campaigned against.

“Today all of us, I believe, are very happy as Sri Lankans. I thank those voters as well as all Sri Lankans,” he said addressing the nation after taking the oath.

“The public have appointed me to this position with great trust. As such I will not run for a second term. You chose to change the diseased political environment of this country and I will honour this mandate and carry out my responsibilities with deep integrity,” he said at the inauguration.

The new president also reiterated his request for a peaceful transition of power.

Former President Mahinda Rajapaksa who was seeking a third term in his office faced a defeat with President Sirisena polling in a majority of 51 percent at the 2015 Presidential election. Maithripala’s New Democratic Front (NDF) has secured a significant victory in 12 out of 22 electoral districts after polling in 51.28 percent (6,217,162) of votes, while President Rajapaksa from the United People’s Freedom Alliance (UPFA) polled 47.58 percent (5,768,090).
