NASA director Charles Bolden has made it clear that the organization would not use privately-developed launch vehicles. Furthermore, the SLS is further along its development than either the ITS or New Glenn.

Elon Musk was actually asked that (there were a fes good questions in the Q&A) and he said they shouldn't, that its good to have multiple projects being developed from different sources to get to mars. redundancy and all that. We don't want to be stuck again like we were after the Shuttle.
